Description
Statement of Work THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) on behalf of the Critical Care Medicine Department(CCMD), Clinical Center (CC) at the National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (Including brand-name) to: Olympus America INC 3500 Corporate Parkway center Valley, PA 18034 The purpose of thie procurement is to obtain an Annual Full Service Agreement on the Olympus Bronchoscopes. These bronchoscopes are critical for management of critically ill patients with moderate to severe respiratory compromise due to infection. The bronchoscopes are very delicate and are subject to extreme wear and tear during the procedure. Repairs, if needed, are expensive and must be turned around quickly to ensure an adequate inventory of bronchoscopes to use for patient care. Service is to be performed on the following scopes with serial numbers: BF-1T180: Serial #2801630 BF-1TH190: Serial #2723523 BF-H190: Serial #2723850 BF-H190: Serial #2723854 BF-P190: Serial #2711573 BF-P190: Serial #2711596 BF-P190: Serial #2711625 BF-P190: Serial #2711753 BF-Q190: Serial #2721198 BF-Q190: Serial #2721200 BF-Q190: Serial #2721212 BF-Q190: Serial #2721214 BF-Q190: Serial #2721215 BF-XP190: Serial #2710975 BF-XP190: Serial #2711017 Services shal also include 1)Full repair coverage with no cap for all contracted equipment. Work will be performed by Olympus trained technicians. 2)Accidental damage covered at no additional charge. 3)Prioritized repairs, 24-48 hour turn-around time for most repairs. 4)Next day shipping in both directions included at no extra charge. 5)24/7 technical support Weekdays; 7am-8pm Est; 877-624-7267 all other times 6)Online repair tracking and history 7)Training and support This will be awarded as a base plus three(3), twelve(12) month options Period of Performance shall be from Base: November 1, 2018 to October 31, 2019 Option 1: November 1, 2019 to October 31, 2020 Option 2: November 1, 2020 to October 31, 2021 This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by October 31, 05:00 PM Pacific time and must reference solicitation number 19-000069. Responses may be submitted electronically to Mr. R.
