Description
Pre Solicitation Synopsis In accordance with FAR 5.203(a), this presolicitation notice provides at least 15 days notification that the Naval Research Laboratory (NRL) intends to issue a solicitation for Spacecraft Engineering, Software, Research and Development Services.A Cost-Plus-Fixed-Fee (CPFF) Contract is anticipated. The Government contemplates a single contact award. The Government reserves the right to make multiple awards if determined to be in the best interest of the Government. The acquisition will be solicited as a Total Small Business Set Aside. The applicable NAICS code is 541715. The Naval Research Laboratory's (NRL) Space Electronics System Development Branch requires support for research efforts that entail multi-disciplinary approaches to discovering and applying new knowledge and technologies to design, build, and operate space and other technology systems to include research and prototype development of spacecraft electronics and space/airborne electronic systems such as experiment, mission, and space flight systems. Support will require the ability to design, develop, test, maintain, enhance, and provide configuration control for all software modules related to spacecraft and space component development/test and system operations including: Neptune(TM) Software, Ground Station and Mission Operations, Spacecraft and Payload Integration and Test, Real-time Embedded Software, VMOC Software, Mission Simulation, and Infrastructure Support. This is a Pre-Solicitation Notice, No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Federal Business Opportunities (FBO) website (www.fbo.gov) for release of a solicitation, amendments (if any), or other documents relating to this procurement. Anticipated Request for Proposal (RFP) Release Date is estimated to be: November 2018. Work is to be performed on-site at the Naval Research Laboratory, Washington, D.C. and other government facilities as required. The Government anticipates the award of a contract with one base period and four option periods. The Government does not intend to acquire a commercial item using FAR Part 12.
