- Questions and Answers: Q: Solicitation Amendment 0001 cites a proposal due date of Nov 25, 2018 at 5 PM but FEDBIZOPPS solicitation change dated Oct 10, 2018 cites a response date of Nov 28, 2018 at 5 PM. Which is correct? A: The solicitation is the official document and has the correct listed proposal due date, 25 November 2018 at 5 PM CST. Q: How many, in what format and by what means are proposals to be submitted? A: The only proposal submission format requirement is electronic. Contractors may provide hard copy of the proposal if so desired. Please email the proposal to the contract specialist and contracting officer as well as submitting one copy of the electronic proposal as directed in solicitation paragraph L-18.10 and L-18.13. Q: What is the type and mix of vehicles required? A: The vehicles will be for use in the country of Taiwan for the purpose and activity outlined in the Statement of Work. Q: Reference paragraph 3.1.9.1 of the amended SOW. Please provide AR 525-13 and the unit AT officer name and contact information for Taiwan. A: The contractor shall receive Government provided AT awareness training. Other information will not be provided until award. Q: Reference paragraph 3.1.9.2 of the amended SOW. Please provide AR 530-1. A: The contractor shall complete Level I OPSEC Awareness Training. Other information will not be provided until award. Q: Does "Lowest Price" mean the lowest price over 5 years, or is there any added weighting given to the price of the first, or other, year(s)? A: Reference solicitation paragraph M-4.0. Q: Is there a current incumbent? If so, what was the Period of Performance and contract value? A: Far East Support Services, LLC is the incumbent contractor. The current period of performance ends 5 May 2019. Q: What is the anticipated contract award and start date? A: Anticipated award date is prior to the end of the current period of performance. See solicitation paragraph F-3 for period of performance information. Q: Will the contract be required to provide all essential office equipment and furniture such as chairs, desks, bookcases, telephones, computers, printers, and office supplies A: Refer to the SOW and RFP stated requirements. Q: Are there other requirements for office equipment not stated within the SOW? A: No. Q: Is the contractor to provide all facility utilities and services and associated costs? A: Yes. Q: Is there a Taiwanese military POC? A: No. Q: Will the Government require resumes or other documentation regarding personnel qualifications? A: Refer to the SOW and RFP stated requirements. Q: The location of work sites that support will be performed at sites in Taiwan and in the United States of America; are there any requirements that would be cost bearing to support sites in the United States? A: Refer to the SOW and RFP stated requirements. Q: What type of support does the Government anticipate the contractor supporting within the United States, if any? A: Refer to the SOW and RFP stated requirements. Q: Is pricing based on the entire contract year or will the contractor be allowed to invoice monthly? A: The contractor may invoice up to one time per month.
