SOURCES SOUGHT VA244-18-AP-2350 This notice is for market research purposes only and does not obligate the Government. The Coatesville VA Medical Center, Coatesville, PA desires market research information to determine space availability for a lease of approximately 10,699 net useable square feet in the delineated area of Montgomery County, PA for outpatient clinic space. Space requirement includes a contiguous first floor space with ADA (Americans with Disabilities Act) accessibility, within two blocks walking distance to public transportation, and have 50 dedicated parking spaces. Space must accommodate PACT (Patient Aligned Care Team) space model (https://www.cfm.va.gov/til/dGuide/dgPACT.pdf ). Space for inclusion in this market research must be in or abounding the delineated area: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be included in this market research if no space was available outside the 100-year flood plain. Space shall be located on a street served by a main bus line and shall have a bus stop not more than a walkable 1,320 feet from the building; Space should be located near amenities such as restaurants, community-serving retail, civic or community facilities. Space should not be located near alcohol stores, resident hotels, or an area where it is known that illegal activities occur such as illegal drugs sales. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Interested parties should submit information sufficient to show space fulfills the basic market survey requirements stated in this sources sought notice: outside 100-year flood plain; historical or non-historical space identification; within delineated area; meets the requirement of amount of space and ability to provide PACT design. Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) firms having available space to lease that meets this market research criteria are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/ and have the technical skills and financial capabilities necessary to perform the stated requirements. Only SDVOSB and VOSB firms are requested to submit a Capabilities Statement to VA for review. SDVOSB and VOSB firms may provide a Capabilities Statement if they have available space to lease that meets the publicized criteria and are interested in participating in this market research. A submission checklist and information sheet is provided below for firms to fill out and submit, which will serve as the firm s Capabilities Statement. Capabilities Statement Will Include: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. Evidence of ability to offer under NAICS Code 531120 and listing in the System for Award Management (www.SAM.gov), including a copy of the representations and certifications made in that system; 4. A summary describing at up to three (3) projects of similar size and scope completed in the past five (5) years that demonstrate your company s experience designing, constructing, and managing Federal leased facilities or health care facilities relevant to the project described above. (3-page limit); 5. Evidence of capability to obtain financing for a project of this size. If desired, the company may also submit a narrative describing its capability. Although this notice focuses on SDVOSB and VOSB, we encourage all small businesses and other interested parties to respond for market research purposes. This is not a solicitation for offer, but an inquiry for outpatient clinic space. Expressions of Interest must be submitted to the Contracting Officer electronically to roberta.smileybetzler@va.gov by 12:00 pm Eastern Standard Time, Tuesday, November 13, 2018 and must include the following information: 1. Building name, address and location of available space 2. Amount of offered space in Rentable Square Feet (RSF) and Net Usable Square Feet (NUSF) 3. Building ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property. The VA does not pay broker fees. 4. Amount of parking available on-site The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value. THERE IS NO SOLICITATION AT THIS TIME. This request is for information only and does not constitute a request for proposals. Submission of any information in response to this market survey is purely voluntary. The Government assumes no financial responsibility for any costs incurred associated to this request for capability information.
