THIS IS NOT A SOLICITATION FOR OFFERS THIS IS A SOURCES SOUGHT REQUEST FOR INFORMATION ONLY This Request for information (RFI) is for the purpose of identifying contractors that possess the capabilities outlined below. The NAICS code for this RFI is 541611, Administrative Management and General Management Consulting Services which has an associated small business standard of $11.0 million; the Product Service Code is R499 ¿ Other Professional Services. Reclamation anticipates this requirement 100% set-aside for Small Business and/or Women Owned Small Business. The Bureau of Reclamation, Pacific Northwest Region (PN) is seeking businesses capable of complete facilitation and technical support for the on-going work on the Initial Development Phase (IDP) of the Integrated Plan (IP). Key projects of the IDP include implementation of Cle Elum Fish Passage, Cle Elum Pool Raise, Kachess Drought Relief Pumping Plant, and Kechelus-to-Kachess Conveyance; and various projects associated with each element of the IP such as habitat and tributary restoration, agricultural conservation, and groundwater recharge projects. Reclamation requires continued facilitation and technical services for the Yakima Water Basin Water Enhancement Program (YRBWEP) Workgroup, Executive Committee, Subcommittees, and Subgroup Meetings. The meetings provide Reclamation and Washington State Department of Ecology with expertise from Yakima Nation, federal and state agencies, irrigation districts, counties, and environmental organizations on all aspects of the IP. The contractor shall provide all required services located throughout the state of Washington. Reclamation anticipates an award of 12-month; plus four (4) 12-month option periods. This RFI shall not be considered as a request for offers or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the vendor submission of this RFI, or the Government's use of such information. The Government reserves the right to reject, in whole or in part, any vendor ¿s input resulting from this RFI. No contract will be awarded as a result of this announcement. Data submitted in response to this RFI will not be returned. This notice is for research and information purposes only. Any businesses with the capability to perform the requirement under the applicable NAICS code are encouraged to submit a response to this notice. A courtesy copy of the draft Performance Work Statement is also included with this RFI. This PWS is in draft form, and for informational purposes only; industry comment is welcome. The information requested is: 1. Company name, address, DUNS number, and point of contact name and email address; 2. Business size and small business size classification if applicable (e.g. 8(a), HubZone, Veteran Owned, Woman Owned, etc.); 3. Information that would demonstrate that your business has the capability and resources to meet the specifications of the requirement; 4. Questions and comments regarding the NAICS code determination; 5. Questions and Comments regarding the Performance Work Statement; and 6. Your intent to submit a quote if a solicitation is issued. Any company proprietary information must be marked as such, the RFI information should not exceed a total of 30 one-sided 8 1/2x11 pages, with one inch margins, and font no smaller than 12 point. All responses to this Sources Sought notice shall be submitted electronically (via email) to Mandy Somerville at asomerville@usbr.gov no later than Thursday, November 15, 2018, at 2:00 PM Mountain Time.
