- The purpose of IBCTPL Cutter Assessments is to conduct a thorough analysis of a vessel's watertight integrity and remaining service life of all watertight closures and Damage Control (DC) Fittings. Upon completion of the analysis, this program allows for repair and replacement of watertight closures and DC fittings which have been determined to pose a threat to operations, crew safety, and vessel watertight integrity. Furthermore, this program is designed to allow for water tight closure (WTC) and DC fitting repair training. Training, if elected, is to be provided to Damage Control Petty Officers (DCPOs) in order to strengthen and reinforce proper maintenance and repair procedures of WTC and DC fitting to improve safety and to reduce Coast Guard maintenance costs. Additionally, the intent of IBCTPL Cutter Assessments are to provide accurate and timely condition assessments, fault diagnostics and repair recommendations for the rotating machinery based on machinery condition assessment and monitoring technologies including but not limited to vibration analysis, performance data, information gathered from the ships' crews, reviews of maintenance data and visual inspections of machines. The objective is achieved by periodic testing and analysis of machinery by the contractor and the Ships' Forces with contract support. This will be a collaborative effort between the contractor and the Coast Guard. The Coast Guard may conduct some of the assessments independent of contractor efforts, however, during collaborative visits, contractors shall assume the lead roles, and the Coast Guard personnel will provide assistance as necessary. Companies which would be interested in submitting a proposal for this requirement should reply to this sources sought notice noting their business size status such as large business, small business, HUBZone, Service-Disabled Veteran-owned, Women Owned Small Business etc.... Further if there are no past performance evaluations on file in the Past Performance Information System Retrieval database, contractors should provide a couple past performance references including the following information: contract numbers, project titles, dollar amounts, points of contact and telephone numbers. After the determination a combined synopsis/solicitation will be posted on this website (https://www.fbo.gov/). The NAICS Code is 336611. The small business size standard is less than 1250 employees. Contractors are reminded that in the case of a HUB Zone set-aside, FAR 52.219-3, "Notice of HUBZone Set-Aside or Sole Source Award" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other HUBZone small businesses. Contractors are also reminded that in the case of a Service-Disabled Veteran-Owned Small Business Set-Aside, FAR 52.219-27, "Notice of Service-Disabled Veteran-Owned Small Business Set-Aside" would apply which requires that at least 50 percent of the cost of personnel for contract performance be spent for employees of the concern or employees of other service disabled veteran owned small businesses. Additionally, regarding FAR 52.219-30 "Notice of Set A-Side For Women-Owned Small Business Concerns...": A women-owned small business (WOSB) concern eligible under the WOSB Program, means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.
