Description
Applicable Service Contract Labor Standards (SCLS) Wage Determinations. Solicitation SF1449 documentation. SOW Exhibit One - Sample OF178. Statement of Work (SOW). The US Customs and Border Protection (CBP), US Border Patrol (USBP), has a requirement for contractor support services to provide secured transportation of seized goods to include bulk quantities of marijuana, narcotics and pharmaceuticals, in accordance with the terms and conditions as outlined in this solicitation and any attached documents. The Contractor shall provide all management, supervision, manpower, materials and equipment necessary to accomplish the services identified within the attached Statement of Work (SOW). The work to be performed shall be the secure loading, transporting, and unloading of incidental controlled substances during the pickup and transportation of seized goods from Border Patrol (BP) Stations, BP Storage Facilities (SF), and Destruction Facilities (DF). Contractor shall perform transportation events from stations/sectors to storage vaults unescorted by a USBP Agent/or other USBP personnel, however, an escort by an identified USBP Agent/or other USBP Personnel will be required when transporting to destruction events. The Contractor shall be required to employ personnel who are qualified to legally carry weapons and who can pass a CBP Background Investigation (BI) as outlined within the solicitation clauses and provisions. The full CBP BI process covers a 10-year background examination, including family members, for each applicant, and requires extensive personal involvement and attention to detail from the prospective Contractor staff during the entire process in order to ensure timely completion. The actions of this contract are considered High-Risk, Public-Trust positions, and as such any prospective Contractor must ensure their employees are capable of passing a thorough background examination, including thorough criminal and national agency checks, and employment eligibility for work in the United States. Performance on the contract shall not be permitted until the BI process is completed and the member is fully cleared for work. Reciprocity for previous clearances and/or BI's from other agencies is not guaranteed, as CBP requires additional background checks in addition to that already completed by any other agency. Non-disclosure agreements shall be required, and continuous monitoring throughout the life of the contract shall be performed on all personnel. Prospective Offerors shall be prepared to submit a full detailed list, with personally identifying information such as Social Security Numbers, Dates and Places of Birth, etc., of personnel to be considered for the BI process, within 24 hours after selection of award. Fingerprint cards shall also be required during the BI process. The type of contract shall be Firm Fixed Priced (FFP) in accordance with Federal Acquisition Regulations (FAR) Part 16, SubPart 16.202. Pricing should encompass the full base year period of performance, with separate pricing for Option Year requirements. The evaluation criteria shall be based on a Best Value Continuum, Lowest-Priced Technically Acceptable (LPTA) process, in accordance with Federal Acquisition Regulations (FAR) Part 15, SubPart 15.101-1. The lowest priced vendor proposal shall be submitted for evaluation purposes against the Evaluation Factors for Award, and if found technically acceptable, shall be awarded the contract with no further evaluations completed. If the lowest-priced proposal is not found technically acceptable, the next lowest-priced proposal shall be evaluated, and this process shall continue until the lowest-priced technically acceptable proposal is chosen for award. The Government reserves the right to award without discussions. See clause entitled "Instructions to Offerors," contained within the solicitation terms and conditions, for complete details. See solicitation documentation and all attachments for other proposal submission instructions, evaluation factors, solicitation provisions, and contract clauses applicable to this solicitation and the resulting contract. Question and Answer Period Questions regarding this solicitation shall be accepted until November 1, 2018 at 1630 EST. Questions shall be forwarded to Contract Specialist Matthew Redman at matthew.p.redman@cbp.dhs.gov and shall be responded to via amendment to the solicitation. Any question received after that time period shall not be replied to. No phone calls please. This solicitation does not obligate the Government to award a contract, nor does it commit the Government to pay any cost incurred in the preparation and submission of a proposal.
