Description
The Department of Homeland Security (DHS) plans to establish a Department-Wide Indefinite-Delivery Indefinite-Quantity (IDIQ) vehicle for the purchase of uniforms. U.S. Customs and Border Protection (CBP) has been designated as the Executive Agent on behalf of DHS and all of its component agencies for this acquisition. Approximately 125,000 employees are authorized to participate in the DHS National Uniform Program under this acquisition. Uniformed employees are located throughout the United States and foreign locations. Each DHS component will utilize the proposed contract for its uniform needs. The period of performance for the proposed contract will be a base period of five (5) years with two (2) one-year options. This acquisition is governed by 6 U.S.C. § 453b, the "Kissell Amendment," and HSAR 3052.225-70, Requirement for Use of Certain Domestic Commodities (DEVIATION 13-01). Pursuant to the Kissell Amendment and subject to only very limited exceptions, DHS may only purchase covered textile items that are sourced domestically or consistent with U.S. obligations under international agreements. DHS is extremely interested in maximizing domestic sourcing of its uniform items. The original posting for this proposed contract was issued as a Request for Information (RFI) under notice 2018-RAT-001, which was posted on 30 January 2018. This posting constitutes the pre-solicitation notice for this requirement. The final solicitation package will be issued on/around 26 November 2018. An update with more information may be published if deemed necessary.* The applicable NAICS code is 424320 (Classification Code 84). Any questions relative to this notification should be directed by e-mail only to the CBP Contracting Officer, Richard (Rick) Travis at rick.a.travis@cbp.dhs.gov, *NOTE: DHS is analyzing the potential implications of the yet unratified United States­ Mexico-Canada Agreement (USMCA), and will consider actions such as amending the solicitation and granting extensions for receipt of proposals, if deemed necessary in the future. As always, it remains the offeror's responsibility to understand and comply with the Federal Acquisition Regulations pertaining to the Kissell Amendment and any associated Trade Agreements, when proposing for and performing under DHS contracts.
