- Pre-Solicitation Notice Amendment The Netherlands Carillon tower is a 127' tall x 25' deep x 36' wide steel framed structure with steel panel cladding. The tower houses 50 bronze bells, and the total weight of the bells is over 30 tons. There is also a climate controlled room with a wooden console which allows carilloneurs to play the bells and perform public concerts. Built in 1960, the carillon was last renovated/repaired in 1994 through a cooperative agreement with the Netherlands Chamber of Commerce (the 1994 repairs were completed at no cost to the NPS). The tower structure is showing severe signs of deterioration and the early stages of structural failure. This deterioration is accelerating at such an alarming rate that all public access to the tower structure area is closed. Access to the tower structure, tower stairs and platforms is currently restricted to official business only. This project will rehabilitate the monument following the Secretary of Interior's Standards of Rehabilitation. The specific project scope is as follows: • Develop Construction Drawings • Develop and maintain a construction schedule • Develop and maintain a Health and Safety Plan • Develop and maintain a Quality Control Program • Tree and landscape protection, secure work area, and temporary facilities • Asbestos abatement • Provide as-constructed drawings • Remove and replace deteriorated exterior cladding panels. • Remove and replace deteriorated sections of metal support structure. • Remove paint and rust scale from entire structure and apply galvanizing compound to structural steel members including the rear and sides of exterior cladding panels. • Remove and replace rubber isolators and threaded fasteners. • Remove and replace deteriorated checkered plate floor panels at lower and upper floor landings. • Remove existing metal ceiling panels under lower floor landing and replace deteriorated structural angle ceiling supports. Sandblast, paint and reinstall ceiling panels • Rehabilitate handrails around perimeter of observation platforms, stair landings, and stairs • Rehabilitate access stairs • Install new roofing at the clavier room and soundboard roof • Remove the existing aviation lights which are currently not functioning and contain mercury • Coordination with the Netherlands Embassy's renovation: removal, refurbishing and return of the existing 50 bells, elevation to Grand Carillon status with 3 new bells, reconfiguration and installation of the 53 bells and their related systems, and full mechanical upgrade of instrument keyboards
