- Description: The U.S. Army Contracting Command - New Jersey, on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking possible sources to produce High Velocity (HV) Grenade 40mm Target Practice Day/ Night/ Thermal (TP-D/N/T) training cartridges. The HV TP-D/N/T training cartridge provides an impact signature that is visible to the human eye during both daylight and nighttime and is visible through current night sights (including night vision and infrared sights). The HVTP-D/N/T training cartridge includes a propulsion charge and pyrophoric element and is seen by currently fielded sights used with the Mk19 Mod 3 Grenade Machine Gun such as the AN/ PAS-13 (and successors). The HV 40mm TP-D/N/T training cartridge is interoperable with and fired from the Mk19 Mod 3 Grenade Machine Gun. Specifications: The Government requires the fabrication, inspection testing, First Article Testing, and delivery of the HV Grenade 40mm TP-D/N/T training cartridges IAW a Government Technical Data Package (TDP). The TDP is currently not available, however when available the TDP will be classified as Distribution Statement D (Authorized to the Department of Defense and DOD contractors only). A five (5) year (FY20-FY25) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) production contract is contemplated for this acquisition. The Government anticipates making up to two (2) contract awards utilizing Full & Open Competition (F&OC) procedures with each contract having the ability to deliver up to 8M cartridges per year. The Government is considering restricting the following components to U.S. and Canada: Load Assemble and Pack (LAP) and PA120 containers. Capabilities: Interested companies who have the necessary capabilities should respond by providing the Government the following information: (1) Name of company and CAGE Code and DUNS number; (2) Point of Contacts name, telephone number and E-mail address; (3) Company address; (4) Business size information; (5) Identification of whether you are interested in this opportunity as a prime or a subcontractor; (6) A brief summary of possible partnering/teaming arrangements; (7) Identify if the company is a Joint Venture, as defined in FAR 19.101 (7) (i). If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate the ability to obtain those resources, and provide the timeframe for obtaining.If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; (8) A brief summary of the company's capabilities (to include organizations, description of facilities, equipment, manufacturing process, inspection capability, skills, personnel) and potential subcontractor's capabilities; (9) Capability in manufacturing 40mm training cartridges or other similar cartridges; (10) Description of facilities/equipment to include testing ranges; (11) Estimated maximum monthly production capacity (and if manufacturing resources required to produce this item are shared by other items/production lines; (12) Minimum sustaining rate required for economical production; (13) Lead time to successfully conduct/complete a First Article Acceptance Test (FAAT) and first production delivery after award. Eligibility: The applicable NAICS code for this requirement is 332993-Ammunition (Except Small Arms) Manufacturing with a Small Business Size Standard of 1,500 employees.
