- Attachment 2 - Government Furnished Property (GFP) - Draft Attachment 1- Transportation Operation Area Draft RFP N0042119R0007 THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS, AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS DRAFT IS STRICTLY VOLUNTARY. INTRODUCTION The Naval Air Warfare Center - Aircraft Division (NAWCAD), AIR-2.5.1.14 at Patuxent River, MD announces its intention to procure, on a competitive basis, Transportation Support Services (TSS) in support of Fleet Readiness Center (FRC) East, Cherry Point, NC. PROGRAM BACKGROUND FRC East is a DoD aviation maintenance repair facility that provides repair of assigned airframes, engines and components. Assigned airframes and their associated engines and components include primarily rotary wing and vertical takeoff and landing aircraft of the U.S. Marine Corps. The services under this effort will provide physical movement of all work-in-process throughout the facility as it undergoes repair, as well as movement of all parts and materials supporting repair operations. The "internal logistics" support provided under this contract is critical to continued operation of FRC East, as mission workload repairs to aircraft, engines and components cannot be completed unless transportation of work-in-process, including the parts and materials necessary to effect repairs, is effectively accomplished under this planned contract. All production lines throughout the facility would shut-down very quickly in the absence of this support. REQUIREMENTS See Attachment 1, Draft Solicitation Section B (base year only) and Section C - Performance Work Statement (PWS). The contractor shall provide the following support at the Government site (100%). All tasks are fully defined in the PWS. -Flightline Services to include aircraft towing and Foreign Object Debris (FOD) clearing of the FRC East flight line (NOTE: FOD clearing is performed using Government Furnished Property - a "FOD Boss" pulled by a tow tractor) -Mule train Services for movement of work-in-process and parts/materials via identified routes/stops throughout the facility on an on-going basis -Mule Service for movement of wagon-load items (work-in-process, parts, supplies, Ground Support Equipment, material, etc.) via tow tractors -Forklift Services for movement of palletized or containerized (etc.) items -Delivery/Tractor Trailer Services for truckload movement of items both within the facility as well as "over-the-road" (within a geographical area defined in the PWS) for pick-up and delivery of component workload and other special pick-ups or deliveries -Special Transportation Services by driving car, van or bus in order to transport VIP visitors or FRC East employees with physical disabilities throughout the facility during official facility tours -Dispatch Services by receiving telephone/computer/walk-in requests for above services and radio dispatching/logging in the dispatch system -Minor Equipment Maintenance and Administrative Services ELIGIBILITY The Product Service Code (PSC) for this requirement is V129 - Transportation - Other. The North American Industry Classification System (NAICS) Code is 561210 with a small business size standard of $38.5 million. The proposed acquisition is 100% small business set aside. Interested Vendors shall be ISO 9001 or AS 9100 certified and must have obtained certification from an accredited Registrar approved by the International Accreditation Forum (IAF) or the ANSI-ASQ National Accreditation Board. The Contractor personnel shall comply with the FRC East's ISO registered Integrated Management Systems (IMS) in performance of their duties. The basis for award of the resultant contract will be best value, lowest priced technically acceptable to the Government. ANTICIPATED PERIOD OF PERFORMANCE The anticipated start date is 01 April 2019. It is anticipated that there will be a base period with four, one-year options periods. ANTICIPATED CONTRACT TYPE This competitive requirement is anticipated to be performance-based with Firm Fixed Price (FFP) Completion CLINs and Cost Reimbursable CLINs for Other Direct Cost (ODC) -Travel. This action is a follow-on to contract M00146-17-P-9003, and the incumbent contractor is ACCENT CONTROLS, INC., 1601 BURLINGTON ST, KANSAS CITY MO 64116-3816. SITE VISIT INFORMATION Interested vendors (small businesses, only) will be invited to inspect the site where the services will be performed, which is located at the FRC) East, Building 137, Marine Corps Air Station (MCAS), Cherry Point, NC 28533. Due to the impact of hurricane Florence at MCAS), Cherry Point, NC, the Site Visit is scheduled to be conducted two (2) weeks after the issuance of the final RFP. Detailed instructions regarding the site visit will be posted on FBO at that time. There is no requirement to respond to the synopsis in order to be eligible to propose on the final RFP. However, the Government places tremendous value on the information and questions received and may utilize it to finalize its acquisition strategy.
