Sources Sought for Facility Support Services to be performed at White House Communications Agency (WHCA) and Marine Helicopter Squadron One (HMX-1), Joint Base Anacostia-Bolling (JBAB), Washington, DC THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THE PURPOSE OF THIS SYNOPSIS IS TO GAIN KNOWLEDGE OF INTEREST, CAPABILITIES AND QUALIFICATIONS OF VARIOUS MEMBERS OF INDUSTRY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. Naval Facilities Engineering Command (NAVFAC) Washington is seeking qualified and interested parties in any of the following categories: Service-Disabled Veteran-Owned Small Business (SDVOSB), U.S. Small Business Administration (SBA) certified 8(a), Historically Underutilized Business Zone (HUBZone) Small Business, Women-Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), and/or Small Business (SB) sources with current relevant qualifications, experience, personnel, and capability to perform. Project Description The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform facility management, facility investment, fire protection, janitorial, pest control, ground maintenance, street sweeping and snow removal services for facilities, ground structures, personal property equipment and installed equipment at the WHCA and HMX-1, JBAB, Washington, DC. The period of performance for this contract is a base period and four option years. The estimated annual magnitude for this procurement is between $5M and $10M. The North American Industry Classification Standard (NAICS) Code for this project is 561210 Facilities Support Services, with a corresponding size standard of $38.5 million. WHCA OPSEC REQUIREMENTS 1.The work to be performed under this contract requires that the selected contractor possess a Top Secret Facility Clearance (DD254) and will also require selected contractor personnel to possess a Yankee White (YW) clearance. Interested sources are invited to respond to the attached Sources Sought Questionnaire. Please limit your response to ten (10) pages or less. Please submit completed questionnaires by 2:00 PM (Eastern Time), Tuesday, 30 October 2018 via email to olisha.costa@navy.mil. The subject line of the email shall state: Facility Support Services for WHCA and HMX-1, JBAB. Emails shall be no more than 5 MB in size. Do not submit brochures or other corporate marketing information. Responses that do not meet all requirements or are not submitted within the allotted time will not be considered.
