Description
Request for issuance of synopsis DESCRIPTION OF WORK: This is a Notice of Intent for replacing existing BAS Front End with new BAS Front End with Apogee program and test all operation of equipment in Bldg. 568, US Army Medical Research and Material Command Fort Detrick, MD. Verify communications with field panels of new BAS Front End. Back up Database. The Mobile District, U.S. Army Corps of Engineers intends to solicit and negotiate with only one source under the authority of FAR 6.302 with SIEMENS INDUSTRIES INC., FREDERICK, MD, 568 DOUGHTON DRIVE, FREDERICK, MD 21702 as a vendor with intricate and exhaustive knowledge of the present BAS FRONT END WITH APOGEE PROGRAM END. The NIACS CODE FOR THIS PROCUREMENT IS 236220. The following types of services are required: Furnish, install new BAS Front End and test complete operation of building equipment in Bldg. 568. Provide technician labor to program, setup, and checkout new controllers, confirm sequence of operation and map all points to the existing server. Provide all wire, conduit and cabling and installation labor. Back up Database. This office believes that only one source, SIEMENS INDUSTRY INC, can provide all of the above required support. If any responsible source other than SIEMENS can fulfill all of the above requirements, written notification and supporting documentation may be submitted via e-mail to terry.l.herbert@usace.army.mil. The e-mail subject line for each response should include "RESPONSE TO NOTICE FOR: Installation of BAS Front End - US Army Medical Research and Material Command, Fort Detrick, MD". To be considered a viable source, documentation must clearly demonstrate: (1) Offeror's name, addresses, points of contact, telephone numbers, and e-mail addresses, (2) Supporting documentation that meets or exceeds the above stated required types of services. (3) Past experience in installation, program, and setup of BAS Front End. (4) Freedom from actual or potential conflict-of-interest. If no affirmative written documentation is received within 15 days of this synopsis, the Mobile District Corps of Engineers will proceed with SIEMENS INDUSTRY INC, as the required vendor for use by our prime contractors. The Government will not pay for any material provided in response to this synopsis nor return the data provided. The results of this synopsis will be considered to be in effect for a period of nine months from the date of publication of this notice. A solicitation is not available.
