- Data Item Description CDRL A004 CDRL A003 CDRL A002 CDRL A001 SF18 REQUEST FOR QUOTATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N0017819Q0005 is issued as a Request for Quote (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source bases to West Virginia University Innovations Corporation a firm-fixed purchase order for Threat Engineering Support in accordance with the attached Statement of Work. The contractor is required to provide a test report in accordance with the attached Contract Data Requirements List (A001-A004) in the format outlined on the attached Data Item Description. The contractor shall include a separate line item for travel cost in accordance with the Joint Travel Regulations. Services will be performed in the Baltimore MD and Washington D.C. area per the attached Statement of Work. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation to be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Proposal is due 02 November 2018 no later than 2:00 p.m. EST.
