Description
The Bureau of Reclamation, Lower Colorado Region, Lower Colorado Dams Office (LCDO), has a requirement for the repair/remanufacture, machine/rehabilitate existing Hydro Plant related components. These Hydro Plant components may vary from items such as the generator, turbine, elevators, cranes, water passage valves and gates, barricades and basically any component found in a fully functioning hydroelectric power house and dam facility. Each year, LCDO performs a major maintenance overhaul "teardown" on one of its 17 hydro turbine-generator units. There are nominal dimensional and configuration variations among the turbine-generators, but the basic design layout, assortment of parts and teardown procedures are consistent throughout. Principal features of the work include, but are not limited to: 1. Provide, weld, and repair fatigued, worn, or water-damaged hydro turbine-generator parts to precision dimensions and tolerances of Hoover Dam design. 2. Provide precision fabrication of new replacement parts per Hoover Dam design. 3. Provide reverse-engineering to include 3-dimensional digitizing and computer-aided repair or replacement manufacture of existing Hoover Dam hardware. 4. Provide industry standard inspection and testing. 5. Self-perform machining work at the contractor's facility or onsite as required in task orders. 6. Assembly of turbine-generator parts from newly purchased components or components previously purchased and stocked at Hoover Dam. Types of components include, but may not be limited to: wicket gates, stator/pole wedge bars, wicket gate bushings, wear plates, engineered fasteners, retaining bolts, break-off screws, large diameter valves, valve bodies and leafs, large diameter strength coupling studs and nuts, and thrust bearing key bars, bearing brackets, shift rings, stator bars, laminations, insulation, and other generator & turbine components. This solicitation is issued as a full and open competition, unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 333611, Turbine and Turbine Generator Set Unit Manufacturing, which has a small business size standard of 1,500 (in number of employees). The Government anticipates awarding multiple Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contracts. The base contract will be for a five year performance period. The estimated maximum value for the IDIQ contracts is $14,000,000.00. Fixed-price delivery/task orders will be issued as required. The minimum order guarantee is $2,500 per contract. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using the tradeoff process source selection process, where it may be in the best interest of the Government to consider award to other than the lowest priced offeror or other than the highest technically rated offeror. A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an RFP, will be issued on or about November 15, 2018. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.FBO.gov. Offerors should register on FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the FBO website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the FBO website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
