Description
Engine Request for Information Spreadsheet KRACEn Engine Repair and Overhaul Request for Information 10/19/2018 This is a Request for Information (RFI) only and does not constitute a commitment implied or otherwise, that the Naval Air Systems Command (NAVAIR) will take procurement action in this matter. Further, NAVAIR no the Government will be responsible for any cost incurred in furnishing information. The U.S. Government intends to use this information to best determine whether the engine and/or engine module repair, inspections, modifications, and overhaul efforts should be competed via “full and open competition” or as a “small business set-aside.” The U.S. Government may fill this requirement as a Task Order under the mod Kits, Aircraft Recovery, Augmentation, Components, & Engines (KRACEn) contract. The Government is conducting Market Research to determine potential interested businesses that have the skills and experience i n repairing and/or overhauling engines and/or engine module for Naval Aviation platforms that are covered under the NAICS 336412. A contractor would be required to successfully provide engine and/or engine module repair and overhaul, to include motors associated with Support Equipment (SE) and Auxiliary Power Units (APUs). · An engine is defined as a c omponent of the propulsion system that will power a full size aircraft, manned or unmanned. APU is described as a device that generates energy to function the following systems: propulsion systems, electrical systems, and hydraulic systems. Auxiliary Power Units, ground units are not considered an aircraft engine, however is part of this RFI. Requirement/Certification Description: · Engine repair and overhaul on any or all Navy military and FAA air vehicle engines and support ground equipment motors to also include Auxiliary Power Units (APUs), Engine containers, and engine modules · An engine module is an entity required to assemble a propulsion system. The QEC/QECA is not considered an engine module. · Engine inspections including daily, special and phase inspections IAW Maintenance Requirements Cards (MRC)/Complete Engine Repair Requirements Card (CERRCs) · Technical Directive (TD) compliance/Service Bulletin (SB) Respondents are encouraged to submit a capability statement that addresses their ability to perform engine and/or engine module repair and overhaul services described above ( across geographic sites and locations to include related equipment both inside and outside the continental United States) in the past FIVE (5) years. Access and Manage Input The Contractor will be required to use a COMNAVAIRFORINST 4790 series and/or Federal Aviation Administration (FAA) compliant maintenance program. Consideration Capability Request Instructions Interested businesses shall p rovide information on the attached Excel spreadsheet along with a capabilities statement package that answers the questions below and expands upon the information in the Excel spreadsheet. The capability statement package will be no more than TEN single-sided 8.5 X 11- inch pages with a font no smaller than 12 point. All responses shall include: · Company Name (including the subcontractor) · Company Address · Company Business Size as it relates to NAICS 336412 ( 1500 employee size standard) · Current Small Business Status, Cage Code, DUNS number, NAICS code(s) and Points-of-Contact (POC) including name, phone number, fax number, and email address Within your capability statement package, please also include answers to the following questions or provide required documentation: 1. What category does your company fall? Large or smallbusiness, veteran-owned small business, service disabledveteran-owned small business, disadvantaged business, certified8A, Hub-zone small business, and women-owned smallbusiness? This effort falls under the NAICS Code of 336412which has a small business size standard of 1500 employees. 2. Please populate the included spreadsheet, following directions/questions of each column. This will include, but not limited to, identifying engine variant (to include ground equipment engines/motors, that your company has capability to repair or overhaul). Specify either FAA or Military (Navy, Army, Air Force) engines/motors, that your company has repaired or overhauled in the past five years. Provide information on the capability of your company to repair/overhaul Auxiliary Power Units (APUs) and components related to engines/modules. Identify engines for which you are a Certified Repair Station. 3. Provide evidence of an Airframe and Power (A&P) certification and/or license from the original equipment manufacturer, approval from the Engineering Support Activity (ESA) or the contract number for deliveries to the U.S. Government within the last five years. 4. As a Multi Award Contract (MAC) vendor, regardless of business size what percentage of the work can you perform? Will your company subcontract some or most of the work? If subcontracted, please identify anticipated subcontractor? Do you currently have a partnership agreement? If so, with whom? Are you in a mentor-protégé arrangement for this type of work? If so, with whom? 5. Do you have a facility that meets government requirements? Provide evidence. 6. Provide evidence of your, work performed within the past five years, identified on the spreadsheet. 7. Of the Type/Model/Series (TMS) engines identified, do you have or can obtain government data rights for overhaul, repair and inspections? If not, how do you anticipate completing or performing an overhaul, repair and/or inspection? 8. Naval Aviation requires all engines and engine modules be accounted by location, status, condition and current market value. Describe your capability to report location, status, condition and current market value in accordance with Naval reporting systems? Provide a written statement explaining your understanding, capability and interaction with DECKPLATE, Engine Management and Engine Transaction Reports (ETR). Classified material SHALL NOT be submitted. All proprietary or corporate data received shall be identified and will be protected from release to sources outside the Government. Any resulting contract is anticipated to have a security classification level of Secret at the time of contract award for personnel and facilities clearances. Response Submission Deadline: Response to this RFI must be submitted no later than 2:00 p.m. EST on 7 November 2018. RFI submissions will be accepted as email attachments only. All responses must be sent to Cynthia.armound@navy.mil with “KRACEn Engine Pool/Lot” in the subject line. An email confirmation of receipt will be sent within a one-week period to the designated primary point of contact.
