Description
Dear Interested Parties, The United States Agency for International Development in Vietnam (USAID/Vietnam) intends to issue a Request for Proposals (RFP) for a five-year contract for USAID/Vietnam Strengthening Provincial Capacity (SPC) program. In Vietnam, local officials from remote provinces do not have access to quality, relevant capacity development opportunities to enable them to do their jobs effectively. This is hindering the ability of Vietnam to implement economic and governance reforms that promote continued economic growth and level the playing field for all investors. In order to effectively target local officials to implement and monitor policies, laws, and regulations more effectively, to enable continued economic growth and investment, Vietnamese institutions must be able to design and deliver relevant trainings in a systemic, sustainable manner. The purpose of this activity is to strengthen the capacity and build the sustainability of local institutions' provincial capacity building extension services to provide high quality, relevant interventions addressing capacity gaps, so that provincial officials can implement and measure economic governance reforms more effectively. USAID intends to use full and open competition for this procurement. The solicitation will be released in approximately two weeks and will be made available electronically upon its release to www.fbo.gov. The solicitation will utilize a Statement of Objectives, with offerors provided the Performance Work Statement and Quality Assurance Surveillance Plans as part of the proposal. USAID/Vietnam is still determining contract type, but potential offerors should be prepared for some type of fixed price mechanism. USAID/Vietnam also intends to utilize a build-to-budget model for this contract. USAID/Vietnam will host a pre-proposal conference for the solicitation on/about November 9, 2018 in Hanoi. Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is NOT an Invitation for Bid (IFB) or a Request for Proposal (RFP) and in no way obligates the US Government to issue an RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at www.fbo.gov. Questions/requests for information will not be responded to until RFP issuance.
