Description
FEMA has Mission Assigned NIST to develop a rapid windfield estimate for Hurricane Michael as it made landfall. FEMA uses this windfield data as inputs to their Hazus Hurricane loss model, to estimate casualties, damage, sheltering needs, and other storm impacts. This is a life safety priority for FEMA, as they use the outputs from the Hazus model the help plan their response and position and allocate resources. ARA's hurricane modeling code to develop the windfield maps is proprietary, although the methodology has been well published in the technical peer-reviewed literature. Their hurricane windfield model is built into the Hazus Hurricane loss estimation model, which ARA developed for FEMA a decade or so ago. Other hurricane windfield models have been tried as inputs to Hazus, but they do not perform as accurately as those developed by ARA, which have been extensively validated as part of the Hazus development program. The Government, through both NIST and FEMA contracts, has already invested a several hundred thousand dollars specific to hurricane modeling for Hazus and also for rapid windfield modeling capabilities during the 2017 hurricane season. There is no other known source for they type of rapid hurricane wind field modeling needed.
