- Description
- The U.S. Securities and Exchange Commission (SEC), Washington, DC, intends to award a sole source contract to the Securities Information Center (SIC), an operating division of Thomson Reuters. This sole source award is for the operation of the Lost and Stolen Securities Program (Program). The purpose of the Program is to reduce the trafficking in illicit securities by making available to brokers, dealers, federally insured banks, and others, information that identifies missing, lost, stolen, and counterfeit securities. The contract will be for a computerized system that receives, processes, and disseminates all information relating to the Program. The period of performance will be for one year from date of award with four (4) one (1) year options. SIC is the only known firm current mobilized to operate the Program due to: (1) important knowledge of the technical requirements/technology and databases used in the program; (2) necessary expertise in the securities markets; and (3) access to substantial financial resources to guarantee the services. The contract action is for services for which the Government intends to solicit and negotiate with only a sole source under the authority of FAR 6.302-1, and the Title 10 U.S.C. 2304 (c) (1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiations will be conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice. Any responses to this notice of contract action shall be submitted electronically to Kathleen Ferté, fertek@sec.gov and Julia Gallmon, gallmonj@sec.gov, no later than 12:00PM, EST, 11/8/2018.
