- Caliber.50 Lightweight Small Caliber Ammunition (LSCA) Description: The U.S. Army Contracting Command-New Jersey, on behalf of PM Maneuver Ammunition Systems (PM MAS), Picatinny Arsenal, NJ is currently seeking potential sources for the manufacture, inspection, testing, and delivery of Caliber.50 Lightweight Small Caliber Ammunition (LSCA). Specifications: The Government is seeking an overall cartridge weight reduction for the Caliber.50 Ball M33 (MIL-DTL-10190), by providing a lightweight case solution. The Caliber.50 cartridges LSCA will be required to meet the key performance requirements delineated below: • Must have an overall cartridge weight reduction of 10% (Threshold) and 50% (Objective) over existing brass cased cartridges. • Must meet the performance characteristics of current M33 In Accordance With (IAW) MIL-DTL-10190 1) Cartridge case. The cartridge case shall be lightweight and provide a weight savings when compared to the conventional Caliber.50 empty unprimed brass cartridge case which has a nominal weight of 849 grains. 2) Primer. The primer shall be standard #44 military primer or equivalent 3) Propellant. SMP 860 IAW Technical Data Package (TDP) drawing 13054299, WC860 or an alternative propellant qualified through the Energetic Material Qualification Board (EMQB) 4) Weapon compatibility. M2 machine gun variants 5) Link Compatibility - Should be compatible with current M9 link IAW drawing 7140393. If this is not feasible, an alternative concept should be proposed. REQUIREMENTS: Per MIL-DTL-10190 (Reference Sections Below) 6) Bullet Extraction 3.4 7) Waterproof 3.6 8) Accuracy 3.7 9) Action Time 3.8 10) Velocity 3.9 Velocity at Extreme Temperatures 3.9.1 11) Chamber Pressure 3.10 Chamber Pressure at Extreme Temperatures 3.10.1 12) Function and Casualty 3.11 Planned Acquisition: The Government anticipates making a FY20 award. Both production ready and developmental items will be considered. Submission Information: All responses shall be prepared in MS Word or PDF format and shall contain the information stated below to support the company's ability to manufacture, inspect, test and deliver Caliber.50 LSCA. Interested sources should submit the following information: • A brief summary of the capabilities with supporting data/documentation, description of facilities/equipment, manufacturing processes, inspection and testing capability, personnel, past experience, and current Caliber.50 LSCA per month. • If a developmental item is proposed, present a timeframe and a Rough Order of Magnitude (ROM) for achieving Technology Readiness Level 6. • Identification of any key suppliers in manufacturing of the Caliber.50 cartridge cases. • A summary of current safety certifications and ability to handle, store, and transport energetic materials. • A corporate point of contact, phone number, email address, and website (if available). • Description of cartridge case materials. • A summary of any patents associated with the proposed case design. • Overall weight of the empty unprimed lightweight Caliber.50 cartridge case. • Overall cartridge weight with the following components (if available): Caliber.50 lightweight case, M33 projectiles, propellant and #44 primer or equivalent. • Current manufacturing capability: o Number of units produced to date or prototypes generated (for developmental items) o Description of equipment o Production capability (rounds per year) • ROM and timeline for current manufacturing capability to: o Build PPQT sample (~30k cartridges) o Build PQT sample (~350k cartridges) o Produce up to 2M Cartridges (provide information with regard to quantity price breaks). • A summary of testing history, results, and plans for future testing efforts. • Comments/suggestions In addition to the above, it is requested that respondents provide the following information: • If the respondent currently has products that meet the above key performance requirements available through any other contract vehicle, identify the products available and contract information. The Government is not obligated to notify respondents of the results of this survey.
