SOURCES SOUGHT SYNOPSIS FOR Repair and Handling of the BLU-120/B Department of the Air Force, Air Force Materiel Command, AFLCMC/EBHGA Sources Sought Synopsis Number: FA8213-19-R-MOAB Notice Type: Sources Sought SYNOPSIS: 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 541330 which has a corresponding size standard of $38.5M. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. PROGRAM DETAILS: AFLCMC/EBHGA Precision Guided Munitions, Hill AFB is seeking potential sources that possess the engineering and technical knowledge for maintaining, repairing and handling the BLU-120/B MOAB Warhead. The following are potential tasks to be included: a. Contractor shall have all ATF licenses required to receive and test H-6 explosives with a net explosive weight (NEW) of 18,700 pounds, at the contractor's facilities. b. Contractor shall be able to transport ten BLU-120/Bs from Tooele Army Depot (TEAD), Utah to the Contractor's facility. Each BLU-120 weighs 21,615 pounds. During task performance, the Contractor shall be able to store the BLU-120/Bs in a safe and secure manner. After task performance, the Contractor shall be able to return the BLU-120/Bs to TEAD. c. Contractor shall be able to remove BLU-120/B port covers at the Contractor's site that is approved to handle and potentially detonate (should a safety issue occur) a BLU-120/B. The Contractor shall be able to remove port cover screws, port covers, and seals from each port of each bomb body using applicable technical data and all required safety precautions deemed necessary. Each BLU-120/B contains five ports/covers. d. Contractor shall be able to detonate a BLU-120/B at their facility, should a safety issue occur. e. Contractor shall be able to perform a chemical analysis for explosive content. Contractor shall be able to remove visible calcium chloride (CaCl2) solution inside the port areas. Contractor shall be able to determine whether explosive material is present in the CaCl2, use discretion as to how to proceed, dispose of CaCl2 with explosive material using applicable technical data and all safety precautions necessary. f. Contractor shall be able to clean and prepare covers and screws for reinstallation. g. Contractor shall be able to install new seals using sealing compound IAW AMS-S-8802B, into each port of each bomb body and secure covers using and all necessary safety precautions. INSTRUCTION: 1. Provide relevant experience to include performing engineering, manufacturing, inspection, and testing of similar items in the last 3 years. 2. Company Profile will include the following: A. Number of employees. B. Office Location C. CAGE Code D. DUNS Number E. Small Business designation/status claimed 3. If applicable, suggest a different NAICS code. The preponderance of the work will be inspecting and repairing the assets. However, these are specialized items so if a different NAICS is more applicable please include that suggestion in your response. 4. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Interested offerors shall respond to this Source Sought Synopsis no later than 3:00 PM MST 8 November 2018. 5.
