- As of 10/18/2018, the purpose of this notification is to provide questions and answers (Q&A) concerning the above mentioned solicitation. Question #1: If the buyer is insured to haul metal, is there any problem with them loading our roll-offs that are currently filled with metal on their truck, hauling them to their facility, unloading them, and bringing them back to our site? Answer #1: Buyer can haul Seller's roll-offs with existing purchased material in them off-site under the following terms: 1.) Buyer must submit proof of insurance coverage, 2.) Buyer must return Seller's empty roll-off within five calendar days Question #2: Does the Buyer have to remove all material within seven (7) days? How long does the Buyer have to remove the material? Answer #2: Buyer agrees to initiate pick up material within seven (7) calendar days after notification of approval, and have all material removed by 07 December 2018. Question #3: Does the Buyer have unlimited/unrestricted access to the Buyers site Monday through Thursday, 8:00am-3:00pm? Answer #3: Buyer must coordinate pick up arrangements and schedule with the Seller to ensure site access and escort. Question #4: Does the Buyer have to remove all material, to include metal gleanings (e.g., nails, turnings, fragments)? Answer #4: Buyer agrees to remove all materials identified on site that does not require intentional ground disturbance Question #5: Sol. 2018 -0001 is described as a spot bid. Is the property being sold on a price for the lot basis? Section 12 of SF 114C stipulates "when the property is sold by "weight" Government has the right to vary the weight tendered or delivered to the Purchaser by 25 percent". Will the purchase price be adjusted upward or downward after ALL of the weight tickets are tallied? Answer #5: No. the purchase price will not be adjusted upward or downward. Question #6: In reference to base access, what accommodations will be made to grant access beyond gate 13 ATC visitor center? Will trucks be required to wait at the Gate 13 for an escort. Will all bidders require an escort? Answer #6: Seller will work with ATC and Buyer to get a weekly visitor badge if they do not have gate access (e.g., access badge). All trucks and Buyer personnel, regardless of formal or visitor ATC badge, will require a site escort. Gates 13 and 24 will be accessible to badged visitors via escort. Question #7: Can buyers use loading equipment other than forklift to perform loading of buyers trailers or roll off? Answer #7: Buyer is allowed to utilize any form of equipment they deem necessary to load their trailers and roll-offs. All Equipment transportation to/from the site, and used on site, is the responsibility of the Buyer. Question #8: Buyer Specifications and Responsibilities: Pick Up Please describe the arrangements which must be made with Seller prior to pick up? Answer #8: Buyer must propose and arrange work schedule with Seller that adheres with the posted availability stated within the solicitation (Mon-Thurs, 8:00am-3:00pm). Arrangements (dates and times) will be made by the Buyer directly contacting the Seller. Seller will coordinate dates of conflict with the Buyer. Question #9: Solicitation states "Buyer agrees to pick up material within (7) calendar days. What is the time requirement for completion of the removal/pick up process? Answer #9: See Answer #2. Question #10: Currently some of the sorted metal is stored in Government Owned roll-off containers. Can buyer use their trucks to remove the Government owned full roll-off containers and return the roll-off containers after they have been emptied? Answer #10: See Answer #1. Question #11: Sale of Government Property Special Sealed Bid Conditions Section 4 " " the contract will be awarded to the responsible bidder whose bid conforming to the Invitation will be most advantageous to the Government price and other factors ". What determines a responsible bidder and what if any other factors are considered in making award? Answer #11: It is in reference to the attached SF 114-C.
