- The objective of this acquisition is to acquire the services needed to the agency consolidated end-user services (ACES) requirement. The ACES requirement will develop a continued long-term outsourcing arrangement with the commercial sector to provide and manage the vast majority of NASA's personal computing hardware, Agency standard software, mobile IT services, peripherals and accessories, associated end-user services, and supporting infrastructure. The nature of NASA's program implementation model requires extensive cross-Center collaboration, which is vital to the planning, design, and development of mission-related capabilities and technology in the future. NASA, therefore, requires a seamless technical IT infrastructure to ensure interoperability both within programs and across Centers and facilities. The ACES requirement will continue to develop a long-term outsourcing arrangement with the commercial sector to provide and manage the vast majority of NASA's personal computing hardware, Agency standard software, mobile IT services, peripherals and accessories, associated end-user services, and supporting infrastructure. These are the predominant service components of the performance work statement (PWS) necessary to support the ACES requirement throughout NASA headquarters, the ten NASA field centers, and other performance sites. NASA/NSSC intends to issue a sole source contract to Enterprise Services LLC (ES). The sole source contract is necessary to prevent expensive and time-consuming renegotiation and to provide continuous coverage of the mission critical end-user services until the completion of the competitive NEST follow-on procurement. Under the authority of FAR 6.302-1(a)(2)(iii)(B), it has been determined that only the original source in the case of the follow-on contract for the continued provision of highly specialized services will satisfy agency requirements. Awarding to any other source would result in unacceptable delays in fulfilling the agency's requirement. NASA/NSSC will be the procuring center for this effort. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR 12. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
