Sources Sought Notice for Airborne Spectral Photometric Environmental Collection Technology (ASPECT) Program Airborne Response Support Services (ARSS) Posted Date: October 17, 2018 Procurement Office: U.S. Environmental Protection Agency, Office of Acquisition Solutions, Headquarters Acquisition Division, Office of Land & Emergency Management, Emergency Response, Remedial, & Laboratory Analysis Support Branch, 1200 Pennsylvania Ave NW, Washington, DC 20460 Response Date: October 31, 2018. This is a sources sought notice only. This is not a solicitation announcement. No contract will be awarded as a result of this announcement, and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up requests. The Environmental Protection Agency (EPA) is performing market research ONLY to identify contractors that possess the capabilities to provide support to the Office of Emergency Management, CBRN Consequence Management Advisory Division (CMAD). Interested parties may submit a brief capability statement, no more than twenty (20) single-sided pages, demonstrating how they are capable of meeting this requirement. Standard brochures and/or paraphrasing of the PWS will not be considered sufficient to demonstrate the capabilities of an interested party. Feedback and/or evaluation information will not be provided to any firm regarding their individual capability statements. Telephone calls, facsimiles, and/or requests for a solicitation will not be accepted or acknowledged. The capability statement should include the following: (1) Name of business; (2) Contact information (address, telephone, facsimile, e-mail, website address); (3) business size and classification e.g., small business, 8(a), HUBZone, Small Disadvantaged business, Service Disabled Veteran Owned small business, and Women Owned small business; (4) Technical description of ability to meet the requirement (description should address technical competencies, and organizational experience relative to the key task areas in the draft PWS; Include specific examples of work previously performed in any or all task areas described in the draft PWS within the past three years. (5) Discussion of any potentially significant organizational conflicts of interest; (6) Any comments or concerns regarding draft PWS or subject procurement. Businesses shall submit electronic copies of their respective capability statements to Timothy Curry at Curry.Timothy@epa.gov; Ross Miller at miller.ross@epa.gov and Eric Langett at Langett.eric@epa.gov no later than October 31, 2018.
