Description
This is a request for information, no RFQ exists therefore do not request a copy of the RFQ. Responses to this RFI are not quotes. The Government will use the responses for planning purposes for market research. Responders are solely responsible for all expenses associated with responding to this RFI. Submit a capability statement detailing how you can provide the requirements listed in the SOW along with your relevant company information. STATEMENT OF WORK PRICING AND PURCHASING SUBSCRIPTION DATED 17 October 2018 1. GENERAL INFORMATION: Army Contracting Command-Rock Island (ACC-RI) Contract Pricing Division has a requirement to obtain commodity and wage escalation data, history and forecasts, primarily at the national level. 2. SCOPE: To accomplish this mission, ACC-RI requires subscription service that provides escalation/de-escalation forecasting services for the Contract Pricing Division. The type of subscription is Pricing & Purchasing Service- North American Prices Module for 10 users. The period of the subscription will be from 1 January 2019 to 31 December 2024, which includes a one year base with four option years. The information required in the subscription includes but is not limited to the following areas: Pricing & Purchasing Service - North American Prices Module includes the Cost Analyzer, textual analysis, and interim updates. This module includes several prices, wages, and costs primarily for the United States with selected coverage for Canada and Mexico. Sector coverage includes energy, labor, steel, nonferrous metals, petrochemicals, building materials, machinery and equipment, transportation services, as well as paper and packaging, among others. Modeling approach is based upon theory that price escalation follows a base path dictated by changes in production costs (materials, energy, labor) with supply-side influences on price formation traced from crude materials, to intermediate materials, and finally to finished goods; demand-side considerations (e.g. periods of high or low demand) are included in the modeling specification and help explain price movements caused by deviations in the base price path established by production cost. The full detail of these forecasts and historical data updates will be provided on a quarterly basis. Provide access to electronic databases and publications installed on the server at its facilities and made available through its search interface. The interface environments are HTML and Excel. The system is accessed and search results are delivered via the Internet/Web. Access is controlled through passwords for individual users. Authorized users can search and retrieve text on demand, view records on their desktop and download or print items in HTML, Microsoft Word, Microsoft Excel, and PDF. Provide individual website accounts; users will have access to all information content within Pricing & Purchasing Service - North American Prices Module including PDF documents, Excel Workbooks, e-mail alerts, webcasts, help facilities, as well as customer, technical, and account management support and product training. Projections are used to evaluate proposed rates of price and wage escalation as well as to define economic price adjustment clauses in contracts between private sector companies and public sector buyers. Specifically, the forecasts are utilized by public sector price analysts in evaluating forward prices and wages in a multi-year award context, often for very significant procurements, to determine fairness and reasonableness of proposed quotes. Pricing & Purchasing Service - North American Prices Module is also used in supply chain management efforts for quantifying key escalation drivers and risks associated with specific material, energy, and labor purchases, and for optimal timing of buys. Pricing & Purchasing Service - North American Prices Module shall include prices, wages, and costs primarily for the United States with selected coverage for Canada and Mexico. All price and wage indicators, with complete history and forecast observations, are available in downloadable Excel workbooks. DataInsight-Web Cost Analyzer enables user to build composite price indices; breakdown price index inputs (labor, materials, energy); examine demand indicators; obtain productivity adjusted price indices. Supply Manager presents projections of the major cost drivers for each industry including fundamentals-prices, costs, demand, productivity, and margins. Monthly Commodity Price Forecast Update/Briefing, a subset interim forecast updated monthly, provides indication for direction of next fully detailed quarterly forecast update. Weekly Pricing Pulse is a subset historical price tracker updated weekly. Includes weekly and 26-week moving average observations. IHS Global Inc's Industrial Materials Price Index, the GIIMPI, is a weighted average of weekly spot prices for a key collection of globally traded manufacturing inputs: crude oil, ethylene, propylene, benzene, aluminum, copper, nickel, zinc, lead, tin, pulp, lumber, rubber, cotton, wool, para-xylene, steel scrap, dynamic random access memory (DRAMs), and ocean-going freight rates. Selected daily spot prices also provided.
