Sources Sought for Wireless Protocols Analyzer for NIST in Boulder, CO. The National Institute of Standards and Technology in Boulder, CO is seeking businesses capable of providing a Wireless Protocols Analyzer that can meet the following requirements. Delivery of the Analyzer shall be to NIST in Boulder, CO. REQUIREMENTS NB670020-19-00034 TITLE: Wireless Protocols Analyzer LAB REQUESTING SERVICE: Communications Technology Laboratory I. BACKGROUND INFORMATION The National Institute of Standards and Technology (NIST) Communications Technology Laboratory (CTL) National Advanced Spectrum and Communications Test Network (NASCTN) needs a wireless protocols analyzer to support ongoing Other Agency tasking with considerable impact to commercial and Federal Agency stakeholders. The wireless protocols analyzer will serve as test equipment allowing for the analysis of incident wireless signals at the physical layer. This includes the ability to decode 802.11 Wi-Fi and Long-Term Evolution (LTE) protocol signals. Knowledge of the physical layer is imperative in the analysis of wireless system behavior in the presence of a spectrum sharing, wireless coexistence, or interference test. II. SPECIFICATIONS The contractor shall provide one (1) wireless protocols analysis platform with the following specifications: A. This equipment shall analyze, store, and decode physical layer signals from: 1. WLAN IEEE 802.11a/n/ac PHY, MAC and IP layers, a. WLAN IEEE 802.11a/n/ac capture export capability in both PCAP, PHY/SAP format and encapsulated Ethernet frames for use with WireShark 2. 3GPP Long-Term Evolution Advanced including release 12, 13, and LAA protocols a. Full decode of the LTE and IP layers including MAC, RLX< PDCP, RRC, and NAS b. Release 12 including FDD-TDD CA, enhancements for DL MIMO, ProSe/SideLink, small cell and MTC c. Release 13 including LTE – License assisted access B. This equipment shall have these additional capabilities as well: 1. Cover a frequency range from 380 MHz to 6 GHz 2. 4G capture Memory and real-time triggering 3. 2 OCXO covering 380 MHz to 6 GHz 4. Real time support for Ca x3 and 4-layer MIMO 5. IQ module with M.2 NVMe 512G SSD card for storage 6. Unit shall be controllable through scripted software such as Visual Basic, C#, or Python 7. Stand-alone, single-user licenses for the operation of the hardware and software – analysis modes only. Includes all software and firmware updates for the initial 1-year period 8. Extended warranty and technical support to three (3) years C. The following parts list meets the above specifications and is provided as an example. There may be other combinations of parts that meet the specifications as well. Must have at least one client license WJ277x and WJ277x-LTE package. 1 WJ5000-RTPHY IntelliJudge2 PHY software for LTE real time trigger, analysis and streaming. Includes real-time support for CA x3 and 4 layer MIMO. Requires IntelliJudge2 DSP modules. Check for proper number of modules per port count. 3 IJ2-DSP IntelliJudge2 DSP Module for control, 4G capture memory and/or real time trigger and analysis capability within WaveJudge 5000 chassis. 1 RX4-3806 WaveJudge 5000 4-port RX card with frequency range of 380 MHz to 6 GHz. 1 SYN2-3806 WaveJudge synthesizer card with 2 OCXO covering frequency ranges between 380 MHz to 6 GHz. 1 STORIQ-512 StoraJudge IQ module with upgradable M.2 NVMe 512G SSD card for WaveJudge 5000 system. Allows long term IQ captures for up to 4 RXJudge ports. 1 WJ2773-LIC Single User License supporting WaveJudge 5000 Hardware and Software. Includes read and write capabilities for software-only analysis mode. Includes all software and firmware updates for the initial 1 year period. 1 WJ2773-LTE Provides full decode of LTE and IP layers integrated within WaveJudge Software for WJ2773 client license. LTE upper layer support including MAC, RLC, PDCP, RRC and NAS. 1 WJ2773- LTEADV12 Provides LTE Advanced TS 36.2xx and 36.3xx capture and analysis capability for WJ5000. Includes features within Release 12 including FDD-TDD CA, enhancements for DL MIMO, ProSe/SideLink, small cell & MTC. Must have at least one client license WJ2773 and WJ2773-LTE package. 1 WJ2773-LAA Provides LTE Advanced Pro TS 36.2xx and 36.3xx capture and analysis capability for WJ5000. Includes features within Release 13 supporting License Assisted Access or LAA. Must have at least one client license WJ2773 and WJ2773-LTE package. 1 WJ2773-WLAN Provides full decode of WLAN IEEE 802.11a/n/ac PHY, MAC and IP layers integrated within WaveJudge Software for WJ2773 client license. Also includes WLAN IEEE 802.11a/n/ac capture export capability in both PCAP PHY/SAP format and encapsulated Ethernet frames for use with WireShark. 1 WJ2773-AUTO Allows complete automation of WaveJudge 5000 with client through scripting commands sent over TCP socket. Also provides source code to both Visual Basic and C# example programs. 1 WJ5000-XWH Extend the WaveJudge hardware warranty to 3 years at time of the purchase of a new WaveJudge System from the standard 1 year hardware warranty. This provides return to factory service only and includes all labor and parts to return WaveJudge to original specifications. IV. INSTALLATION No installation is required by the contractor. V. MAINTENANCE Technical support shall be provided for a minimum of three (3) years. This support includes access to applications engineers when troubleshooting a problem along with firmware updates for purchased features. VI. WARRANTY The contractor shall provide a three-year warranty for the equipment. The warranty shall cover all parts, labor, routine/annual calibration, and return shipping expenses from the manufacturer to NIST. The warranty shall commence upon delivery of the system. Any calibration services included as part of this warranty shall include measurement performance verification with uncertainty estimates and necessary adjustments to the hardware. The calibration shall be performed by a laboratory that is accredited to ISO 17025. VII. DELIVERY The contractor shall deliver one (1) wireless protocols analysis platform no later than eight (8) weeks after receipt of order. Deliver to National Institute of Standards and 325 Broadway, Mail Stop 670.00, Boulder CO 80305. VIII. ACCEPTANCE / TESTING Prior to acceptance and final payment, NASCTN or Shared Spectrum Metrology Group personnel will ensure the delivered units conform to the specifications as listed in this Statement of Work.
