- Southwest Regional Maintenance Center (SWRMC) intends to issue a coast-wide solicitation N5523618R0011 for a firm-fixed price contract for the execution of the FY-19 Dry-Docking Service Craft (DSCO) Availability of the ARCO (ARDM-5) on the West Coast under NAICS 336611. The anticipated contract is considered a supply-type contract. The supply being procured is the repaired, mission-ready vessel, which is returned to service with the United States Navy Fleet. The six-month availability will include a combination of maintenance, modernization, and repair, and is expected to require a highly capable contractor with substantial facilities to include a dry-docking facility capabile of accomodating the ARCO (ARDM-5), and human resources capable of completing, coordinating, and integrating multiple areas of vessel maintenance, repair, and modernization. The contractor shall furnish the necessary supervision, material, labor, services, equipment, and facilities to perform the requirements in accordance with the Statement of Work. The CNO's Homeport Statute, 10 U.S. Code 7299a(c), requires a contract for short-term work for the overhaul repair, or maintenance of a naval vessel be performed at the homeport of the vessel, provided there is adequate competition. 10 U.S. Code 7299a(c)(4) defines "short term work" as work that will be for a period of 10 months or less. The DSCO for the ARCO (ARDM-5) is scheduled to be less than 10 months, however, market research revealed there is no adequate competition in the homeport area; therefore the FY19 DSCO will be solicited as a Coast-wide, Firm Fixed Price (FFP) contract. Based on the complexity, magnitude, and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for the requirement. Consequently, this procurement will not be set-aside for small business in accordance with FAR 19.502-2(b). The applicable NAICS code is 336611 (Ship Building and Repair) with a small business size standard of 1,250 employees. In addition, this procurement will utilize the policies and procedures of FAR Part 15 "Contracting by Negotiation". This procurement is a Firm Fixed Price arrangement. Contractors that are interested in this procurement may send an e-mail providing all point of contact information (company name and address, CAGE code, primary and secondary points of contact, telephone phone number, and e-mail addresses) to allison.e.alexander@navy.mil with a copy to roderick.rioveros@navy.mil and subsequently will receive a courtesy notification when the solicitation is posted. A complete RFP package will be available by downloading the documents to FEDBIZOPPS at http://www.fedbizopps.gov on or around 14 November 2018. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the System for Award Management (SAM) database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at http://www.sam.gov. At the time the solicitation is issued, all responsible sources may submit a proposal, which shall be considered by the agency. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice.
