Description
The Bureau of Reclamation, Mid-Pacific Region, Bay-Delta Office, Sacramento CA intends to negotiate on a sole source basis with Advanced Telemetry Systems (ATS) for the purchase of acoustic fish tags, receivers, and associated equipment under the authority of FAR 6.302-1(c). Advanced Telemetry Systems, 470 First Ave NW, Isanti MN 55040 is the only manufacturer of the required items. ATS equipment is currently in use by NOAA-Fisheries for fishery monitoring studies for the Long Term Coordinated Operations of the Central Valley Project (CVP) and State Water Project (SWP), and the required items will be used with and must be compatible with the existing equipment. ATS holds acceptance tests from the US Army Corps of Engineer for its equipment. ATS technology is operates at the 416 kHz standard frequency with binary phase shift keyed code pulses for use at existing and enhanced receiver sites in the Delta. This proprietary technology is also used by other cooperating agencies such as the Department of Fish and Wildlife and the US Army Corps of Engineers for studies in the Delta. All participating agencies must utilize the same technology to ensure the data collected is consistent and the reporting is accurate. The awarded contract will consist of the following: 1)1,795 acoustic transmitter model number (SS300) 2)10 Acoustic Transmitter, Juvenile Salmonid Acoustic Telemetry System (JSATS), Reference, model number (SSREF1), and plus freight. Firms believing, they can provide these supplies above must provide written notification within 5 days of the posting date of this notice to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within the due date of the solicitation will be considered by the Government. The due date and time for responses is Monday October 22, 2018 at 5:00 p.m. Pacific Time. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to the Government point of contact listed below and shall include the firm's Dun and Bradstreet number and Tax Identification Number. Firms shall identify their business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 334511 which is 1,250 employees.
