Description

THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. The Naval Air Systems Command intends to award a cost-plus-fixed-fee Delivery Order N0001919F0024 on a sole source basis to Harris Corporation, Clifton, New Jersey, for the procurement of supplies and services for the AN/ALQ-214 (V)4/5 Software Improvements Program (SWIP). Activities will include assessment of current SWIP software packages, testing, and delivery of a common version of the AN/ALQ-214(V)4/5 SWIP software supporting the F/A-18 C/D/E/F platforms. These requirements will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C 2304 (c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Harris is the sole designer, developer, and manufacturer of the ALQ-214 system and is the only firm that can provide these supplies within the required timeframe. This synopsis is published for informative purposes (THIS NOTICE IS NOT A REQUEST FOR COMPETITVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based on responses to this notice is solely within the discretion of the Government. Companies interested in subcontracting opportunities should contact Harris directly. There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above. Information provided herein is subject to change and in no way binds the Government to solicit for or award a contract. No telephone responses will be accepted.
