Description
The solicitation is amended to address questions from prospective vendors. Question 1: Is this solicitation a new requirement or is there an incumbent vendor? Answer 1: It is a reoccurring requirement for this cemetery and yes there is a contract in place. Question 2: Related to the above question, if this work is not a new requirement and there is an incumbent vendor, will the  Non-Displacement of Qualified Workers Clause  52.222-17 be activated?   Answer 2: Yes, the non-displacement can be activated. Question 3: Line item 0015 in the pricing schedule shows 52.00 Weeks. Should it read 35.00 weeks? Answer 3: Cleaning of the restroom is a daily requirement; the COR will conduct random inspections any day of the week to ensure compliance and quality assurance of the same.   That s why is noted on the price schedule as a weekly item for accountability purposes. Question 4: Regarding line item 0015 and the Janitorial services required. Can the contracting team please provide square footage of the restroom area and any other pertinent information related to the building necessary for bidding? We will review while on site and will verify numbers in order to work up accurate pricing, but are always appreciative when the information is able to come from the contracting team so as to put all bidders on as equal footing as possible.   Answer 4: They are two public restrooms; 9 x8 each, concrete floors, female restroom has a toilet and a sink; men s restroom as a urinal, a toilet and a sink. Question 5: Line items 1016, 2016, 3016, and 4016 appear to be missing. Is that intentional or should we include those line items for their corresponding Option years? Answer 5: CLIN Item 016 (headstone cleaning) will applied for all option years. Question 6: Line Items 0021 and 0022 and their corresponding Option year line items cover the internment of caskets and cremains. These line items estimate 5 services per year. Is that the historical average number of internments per year? Answer 6: For items 021 and 022 are estimates IAW historical data; the government is requesting the price for each type of interment.   These requirements can decrease or increase IAW the cemetery needs and actual interment rate. Question 7: Related to disinterments and sunken graves. We were appreciative of the attachments to the solicitation which visually displayed the various types of burial situations that one might encounter performing work within a National Cemetery. Where the Baton Rouge National Cemetery is as historic a property as it is; having been built in 1867 to support the burial of Civil War Union soldiers, do the drawings hold true for all of the burial plots at the cemetery or are there others that might fall outside of those drawings that our teams may be called upon to work with? Answer 7: The government has supplied a site plan than indicates a footprint of the existing burials with a headstone centered at one end of the site indicating the approximate head of the decedent.  The indicated footprint is an approximate location as to where the actual container of the decedent is buried.  The contractor shall take appropriate care when excavating because the actual container may not be exactly in the location indicated on the site plan footprint.  The contractor is responsible for not disturbing adjacent gravesites and burial containers. Question 8: We understand that one of the key components of this solicitation for the Department of Veterans Affairs and National Cemetery Administration is that the cemetery be in top condition, with healthy grass and other greenery. Is the irrigation system currently in place at the cemetery in working condition? Answer 8: Baton Rouge NC does not have an irrigation system.   However, the contractor will be required and shall provide and utilize portable water tanks and/or water trucks as necessary to transport water to areas where needed in order to complete the work required by this Contract (example headstone cleaning, turf establishment, road maintenance).     Question 9: How old is the irrigation system?
