Description
The Naval Air Systems Command (NAVAIR) intends to prepare a Class Justification and Approval (CJ&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements," with Lockheed Martin Rotary and Mission Systems under Corporate Basic Ordering Agreement (BOA) N00019-19-G-0029 which includes the Sikorsky Aircraft Corporation (Sikorsky) located in Stratford, CT. The purpose of this CJ&A is to authorize and approve the issuance of orders on a sole source basis under the stated Corporate BOA for the procurement of supplies and services in support of the H-53 In-Service Program. Specific performance requirements include, but are not limited to, Engineering Change Proposals (ECPs), software development and infrastructure support, obsolescence management, and engineering support. LM RMS (specifically Sikorsky) is the Original Equipment Manufacturer (OEM) of the H-53 In-Service aircraft and is the only source with the proprietary data, expertise, technical data, equipment and personnel required to provide in-depth programmatic, engineering, and logistics technical support. No other firm possesses the required data and expertise on this equipment. Responsible sources may submit a capability statement, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the H-53 In-Service Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include your approach to accomplish this effort for the H-53 In-Service Program. This notice is not a request for proposal and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
