Description
This notice does NOT constitute a request for proposal, request for quote, or an invitation for bid. The intent of this pre-solicitation notice is to notify potential offerors for P-160 Solid Waste Facility at Naval Station Guantanamo Bay, Cuba. The two-phase design-build selection procedure will be utilized for this procurement and will consist of one solicitation covering both phases. The Phase One written technical proposal will address Technical Approach, Corporate Experience, Past Performance, and Safety. The Phase One evaluation will result in a determination of the most highly qualified Offerors. These Offerors will be requested to submit a Phase Two proposal. The maximum number of Offerors that will be selected to submit a Phase Two proposal is approximately five (5). Phase Two of the solicitation shall be comprised of a written technical and price proposal, which will be evaluated separately. The Phase Two written technical proposal will address the Offeror ™s Design Build Solution and Small Business Utilization for the Project. The Phase Two written price proposal shall set forth the Offerors price for this acquisition. The scope of this project is for the construction of a new solid waste facility with leachate management. The project includes two enclosed buildings; the Solid Waste Management (SWM) building and the Maintenance Building. The SWM building is a single-story 39,375 SF operations facility, a fully enclosed recycling, sorting and staging facility with conveyors, picking station, lined sewage beds and other built-in equipment. The Maintenance Building is a single-story, 1000 SF building that houses oil burner and an aeration system to support the waste water operations. The new facilities are required to comply with the Environmental Final Governing Standards, Cuba (FGS) and the Overseas Environmental Baseline Guidance Document (OEBGD) and to manage all solid waste generated at NSGB including, but not limited to: solid waste, C and D waste, asbestos, pipes, telephone poles, scrap metal, industrial wastes, scrap tires and combustible fuels. To accommodate the facilities, the project necessitates demolition of an existing medical waste facility and an existing fuel tank that are within the current landfill site. Other requirements to be provided include Antiterrorism/Force Protection (AT/FP), high performance and sustainable strategies, Operations and Management support information (OMSI), site preparation, mechanical utilities, environmental mitigation actions and other general requirements. The completion time for this contract is 910 calendar days after award.
