Description
THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. This is a notice of intent to award a sole source award by the National Institute of Standards and Technology (NIST) under the authority of Federal Acquisition Regulation (FAR) 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements to: University of Florida, 1523 Union Rd Rm 207 Gainesville, FL, 32611-1941, for NIST Wind Tunnel Testing for Investigation of Hurricane Maria, for a period of Not Exceed 42 months. The North American Industry Classification System (NAICS) code for this acquisition is 541330 Engineering Services, and the size standard is 15 million dollars. The purpose of this contract is to provide wind tunnel testing services and field measurements of winds in Puerto Rico to support the NCST study of Hurricane Maria's impact on Puerto Rico. The principle objectives of this contract are to characterize the influence of topography on wind speeds in Puerto Rico and to evaluate the resulting wind effects on buildings during Hurricane Maria. The U.S. Commerce Department's National Institute of Standards and Technology (NIST) will study the impacts of Hurricane Maria on Puerto Rico, focusing specifically on the performance of critical buildings and their dependence on distributed infrastructure (such as electricity and water), as well as emergency communications and the public's response to those communications. Under the National Construction Safety Team (NCST) Act, signed into law in 2002, NIST is authorized to establish teams to investigate building failures that have resulted in substantial loss of life or that posed the potential for substantial loss of life. Based on a preliminary reconnaissance to Puerto Rico in December 2017, the NIST Director authorized the NCST investigation to determine: • the characteristics of the storm hazards-the pattern, location and cause of injuries and fatalities; • the performance of emergency communications systems and the public's response to such communications; and • the performance of representative critical buildings and designated safe areas in those buildings, including their dependence on infrastructure such as electricity and water. University of Florida is the only vendor that has the unique capabilities and resources of the Self-Configuring Hybrid Boundary Layer Wind Tunnel (BLWT) at the University of Florida, which is an Experimental Facility of the Natural Hazards Engineering Research Infrastructure (NHERI) funded by the National Science Foundation (https://ufl.designsafe-ci.org/). University of Florida's Terraformer is the only system that precisely translate and rotate roughness elements to control height and orientation, to achieve precise control and simulation of upwind terrain surface roughness to meet the NIST requirement. The roughness elements are arranged in a staggered pattern, with a spacing of 300 mm in both the along-wind and across-wind dimensions, and the fetch extends 18.3 m along the length of the tunnel. Their Multi-Fan Flow Field Modulator, a computer-controller array of 319 modular hexagonal aluminum ducts containing ducted fans with high-performance motors driven by electronic speed controllers, to be integrated into the upwind portion of the wind tunnel, in series with a bank of eight 1.5 m vaneaxial fans, to achieve high-resolution control of the flow field which is capable of meeting NIST's requirement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
