- This Request for Proposals (RFP) is made using the procedures of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAR Part 15, Contracting by Negotiation, and FAR Part 37, Service Contracting. The NPS, Northeast Region (NER), New England Major Acquisition Buying Office (NE-MABO) is soliciting these commercial services competitively under Request for Proposal (RFP), 140P4318R0044. Written proposals received will be evaluated IAW FAR 15.101-1, Tradeoff Process. Price and other Non-Price factors considered, An award will be made to a responsible offeror, whose offer conforming to the solicitation, is most advantageous to the Government. The Government will use Technical Factors, Past Performance Factors, and Price to evaluate the service information prospective contractors provide under the proposed contract action. The Performance Work Statement, and all other RFP documents, are available, without charge, as attachments to the RFP. Requests for the RFP and Performance Work Statement shall be directed to view the entire RFP on the Governmentwide point of entry available via the Internet at http://www.fedbizopps.gov using the Keyword / Solicitation #: 140P4318R0044. Award is restricted to total small businesses in accordance with Federal Acquisition Regulation (FAR) 6.203 -- Full and Open Competition after Exclusion of Sources, Set-Asides for Small Business Concerns. The RFP will be totally set-aside for 100% Small Businesses under NAICS Code: 561210, Facilities Support Services (SBA size standard $38.5M). Interested parties are strongly encouraged to inspect site prior to proposing. An organized site visit is scheduled and details can be found in Special Notice #1 of the RFP. ALL PARTICIPANTS MUST RSVP NO LATER THAN THURSDAY OCTOBER 18, 2018. A Pre-proposal conference will be conducted in conjunction with the organized site visit. Federal Acquisition Regulation (FAR) clause 52.222-41, Service Contract Labor Standards, shall apply. The maximum potential period of the anticipated contact will be five years, comprised of a one-year base period and four one-year option periods. Each performance period of services is comprised of three line items: 10 - Mechanical Systems and Utilities Operating and Maintenance - Firm-Fixed-Price Line; 20 - Work Orders - Time-and-Material Line; 30 - Special Events Support - Time-and-Material Line Locations of Work: The Statue of Liberty National Monument includes the Ellis Island National Museum of Immigration, Ellis Island Liberty Island, Liberty State Park, NJ, Screening Facility, and Battery Park, NYC, Screening Facility. These locations are located in the both the states of New Jersey and New York. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. The incumbent contract was awarded under contract # P14PC00249 to C & S Building Services, Inc. of Farmingdale, NY. The value of the Base and All Options Value (Base and four one-year option periods) is $17,476,546.78. Interested parties are put on notice that while the work is essentially the same, the scope of this solicitation is structured differently for the previous scope; i.e., replacing IDIQ lines with Time-and-Material Lines. In addition, a Collective Bargaining Agreement between the International Union of Operating Engineers Local 30 and C & S Building Services, Inc. is in place and attached to the RFP. One or more of the items under this acquisition is subject to Free Trade Agreements. VETS-4212 Report: Prospective bidders are put on notice that the FAR prohibits making any award to a contractor that has not submitted the required annual VETS-4212, Federal Contractor Veterans' Employment Report (VETS-4212 Report), with respect to the preceding fiscal year if the contractor was subject to the reporting requirements of 38 U.S.C. 4212(d) for that fiscal year. Refer to FAR clause 52.222-37 -- Employment Reports on Veterans. Potential Offeror's shall note that prior to awarding a service contract of $10 million or more, federal agency contracting officers are required to request pre-award clearance from the U. S. Department of Labor's Office of Federal Contract Compliance Programs (OFCCP).
