Description

INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single contract for the Upgrade Energy Management System project at the Nashville VA Medical Center (VAMC) located at 1310 24th Avenue South, Nashville, TN 37212. The proposed project will be awarded as a firm-fixed-price contract utilizing design-bid-build procedures. PROJECT DESCRIPTION: The contractor shall furnish all labor, material, equipment, and supervision necessary to accomplish the Upgrade Energy Management System project at the Nashville VAMC. Work includes but is not limited to replacing air handling units, terminal units, and VAV box temperature controls; removing existing controls associated with air handling units and terminal units; testing and balancing; installing BACnet temperature controls; converting unit pneumatic controls to electric; temporarily operating air handling units manually; and commissioning. ADMINISTRATIVE: The solicitation will be issued as an Invitation for Bid (IFB) in accordance with FAR Parts 14, 19, and 36 and be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a Service-Disabled Veteran-Owned Small-Business Set-Aside. Offers received from other than Service-Disabled Veteran-Owned Small-Business concerns will not be considered. The applicable NAICS code is 236220 with a size standard of $36.5 million. The anticipated timeframe for the release of the solicitation and bid opening are November 2018 and December 2018 respectively. All bids will be due by the date and time specified in the solicitation. Specifications and drawings will be provided as attachments to the solicitation posted to the Federal Business Opportunities website (https://www.fbo.gov). The period of performance is approximately 421 calendar days from the issuance of the Notice to Proceed with an estimated completion in July 2020. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $500,000 and $1,000,000. All questions must be submitted in writing to the issuing office via email to megan.dohm@va.gov.
