Description
The Naval Air Systems Command (NAVAIR) intends to award a sole source contract action to The Boeing Company (Boeing), 7755 E Marginal Way S., Seattle, WA 98108-4002, on an other than full and open basis for the procurement of twelve (12) Station 500F kits for the retrofit incorporation of CP 809-03984 Correct Frame Station 500F Interference/Gap into P-8A aircraft. NAVAIR intends to execute this sole source contract action pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer, manufacturer, and integrator of the P-8A aircraft, and therefore is the only source with the requisite knowledge, experience, technical data, facilities, and qualified personnel that can meet the Government's requirements on a timely basis. The contract action is planned to be executed in the second quarter of FY-2019 with all kits to be delivered three (3) months after contract award. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and/or submit a Capability Statement responding to this requirement. The Capability Statement should include sufficient information that demonstrates that the interested party has the requisite knowledge, experience, technical data, facilities, and qualified personnel that can meet the Government's requirements on a timely basis. The Government will consider all capability statements received on or before the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
