Description
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland intends to award a modification to the sole source contract N00019-15-C-0083 to the Canadian Commercial Corporation (CCC), 50 O'Connor Street Suite 1100 Ottawa, KIA OS6, Canada as the prime contractor and MXI Technologies, Ltd. / IFS World, 175 Terence Matthews Cres, Ottawa, ON K2M 1W8, Canada as the subcontractor, for the development and procurement of Life Used Indices (LUI) software for the Kuwait F/A-18 F414-GE-400-1A (F414) engines. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements" and more specifically 10 U.S.C. § 2304(d)(1)(B) as implemented by FAR 6.302-1(a)(2)(ii): "Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in (A) Substantial duplication of cost to the Government that is not expected to be recovered in competition; or (B) Unacceptable delays in fulfilling the agency's requirements." Canadian Commercial Corporation Act, CCC is an independently operated Crown corporation (government-owned enterprise) that is accountable to the Parliament of Canada through the Minister of International Trade. MXI Technologies, Ltd. / IFS World is the designer, developer, and deliver mission critical enterprise software. This announcement is for informational purposes only and is not a request for competitive proposals. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. A determination by the Government not to compete the intended requirement, based upon responses to this notice, is solely within the discretion of the Government.
