- Request For Quote, Standard Form 18 and applicable provisions and clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. This acquisition will be solicited using the procurement process prescribed in Part 12 Commercial Items, Part 13.5 Simplified Acquisition Procedures, and Part 15 Negotioation of the Federal Acquisition Regulations (FAR). This is a Small Business Set Aside. Only small business can participate in this solicitation. Verification of business size will be completed via the vendor's SAM registration. No phone calls will be entertained. Questions MUST be emailed to Daniel Kinney at dan.kinney@ars.usda.gov. The USDA, ARS, U.S. Meat Animal Research Center (USMARC) requires on-site services to provide an estimated 20,000 gallons of propane fuel by metered vehicles to various locations at the Clay Center, Nebraska facility. Contractor to provide propane storage tanks (approximately 90 tanks, from 125 gallon to 1,000 gallon with the majority being 250 gallon tanks). Propane is used for heating livestock facilities and water tanks throughout the 35,000 acre facility. The period of performance will be from 24 Oct 2018 - 30 Sep 2019. Delivery Instructions: Delivery will be made Monday through Friday excluding Federal Holidays at the various sites within the consignee's premises between the hours of 8:00 a.m. and 4:00 p.m. Contractor shall provide, with each invoice, delivery tickets, to include total gallons delivered, date and location of delivery. Delivery truck(s) will be required to stop at the U.S. Meat Animal Research administration building upon arrival and departure to obtain special instructions and to verify meter reading. Delivery shall be made within 24 hours of telephone request for additional propane. The number of tanks and their location may vary. The contractor may be required to provide service and tanks at additional locations on the Center. The Contractor will determine the size of the tank based upon the proposed use of the propane (i.e., livestock waterer versus livestock building.) Pricing: The contractor will need to subscribe to the OPIS Propane Daily. Pricing will be determined by the OPIS contract average rack price for Geneva, NE on the day of propane delivery plus the contractors quoted price to deliver the propane and tank usage at the Center. Hypothetical example, propane was delivered on January 12, 2011. The OPIS contract average for Geneva, NE on that day was 94.467. The contract bid for tank usage and delivery was 23.345 for every gallon delivered to the Center. The price paid to the contractor for every gallon delivered that day would be $1.1782 (94.467+23.345). If the contractor delivered 3,000 gallons that day the invoice from the contractor to USMARC would reflect a total due of $3,534.60 (3,000 x 1.1782(94.467+23.345)). The contractors quote for this contract will include the delivery and usage charge based on a per gallon basis as described above. The following is attached to this posting: -Request for Quote Standard Form 18 -Provisions and Clauses Offer Submission Instructions: 1. Quotes must be submitted via email by 5pm CST, Oct 22, 2018 to Daniel Kinney at the following email address: dan.kinney@ars.usda.gov 2. Quotes must be submitted using the attached Standard Form 18 with blocks 13 through 15 completed with vendor information. 3. The Government may elect to conduct discussions with offerors whose quotes are technically acceptable (or which may be expected to be made acceptable by moderate modification) and fall within the competitive price range. The Government reserves the right, however, to award a contract based on initial offers without conducting discussions. Therefore, each quote should be submitted from the offeror's most favorable technical and price standpoints. 4. All contractors must be registered in the System for Award Management (SAM) database as required by FAR 4.1102 at the time of submission.
