Equipment list and locations Mock Pricing Sheet Pricing Sheet PWS Solicitation OKLAHOMA NATIONAL GUARD (OKNG) COMBINED SYNOPSIS/SOLICITATION FOR ICE/WATER MACHINE REPAIR & DIAGNOSTIC SERVICES BLANKET PURCHASE AGREEMENT W912L6-19-R-1001 1.0 Synopsis. This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP). This acquisition is utilizing NAICS code 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. With the small business size standard being $7.5M. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. 2.0 Requirement. A. Background The United States Property and Fiscal Office (USPFO) for Oklahoma intends to award a Blanket Purchase Agreement (BPA) to a Contractor to perform ice/water machine equipment repair, diagnostics and preventive maintenance and other related services for the OKNG. The Government's intent is to establish a single BPA to facilitate OKNG equipment service requirements throughout the State of Oklahoma for a base period of one (1) year. In addition, the BPA may contain up to four (4) one year option periods which may be exercised at the Government's sole discretion. The Government is obligated only to the extent of authorized purchases actually made under this BPA. The master BPA will not obligate any funds. Funds will be obligated by the individual BPA calls made against this master BPA. There will be no minimum purchase required under this BPA. The BPA establishes the terms and pricing upon which future orders or "calls" may be placed. B. Eligibility for Award. Offerors must have a current registration in the System for Award Management (SAM) at https://www.sam.gov as of the date of award to be eligible for award. Offeror must maintain a current registration in SAM for the duration of the BPA in order to eligible for BPA calls and to facilitate disbursement of payments. Offeror shall ensure all representations and certifications are current in SAM as a condition of award. The offeror must be registered under this NAICS in the System for Awards Management (SAM) database at time of award determination in order to be considered for the award. C. Evaluation. Award of a BPA shall be made on the basis of Lowest Price Technically Acceptable (LPTA) evaluation criteria considering the base period plus all option periods. An award will be made to the contractor who offers the lowest price and meets or exceeds the technical requirements of the solicitation using the mock scenario to evaluate proposals. The Contractor's offer shall demonstrate that they will 2 meet or exceed the technical requirements stated in the Performance Work Statement. Interested offerors will need to submit a minimum of two certifications for service technicians to show they are certified to work on equipment listed as part of the technical plan. Offerors will submit a technical plan that addresses their capability to service the equipment makes and models that are attached. Vendors will only be considered for award if they can service all equipment listed at their associated locations in attached equipment list. D. Set-Aside. Any award resulting from this solicitation will be made using a cascading set-aside order of procedure as follows: a. In accordance with FAR Subpart 19.502.2, Total Small Business Set-Aside Procedures, any award under this solicitation will be made on a competitive basis first to a small business concern. b. If there is inadequate competition for award to a small business concern (two or more responsible small business offers), award will be made on the basis of full and open competition considering all offers submitted by responsible business concerns. E. Contracting Officer's Representative (COR). One or more COR's will be appointed by the Government at the time of BPA award and will be the Government's primary point of contact(s) (POC) during the agreements performance. 3.0 Statement of Work. Details on the services requested are provided in the attached Statement of Work. An attached equipment list also provides a listing of all equipment that might need to be serviced and their respective locations. 4.0 Submission of Proposals: The Government anticipates making award without discussions. Therefore, Offeror should submit their best and final offer to include any alternate proposals. The Contractor must ensure that all components of their pricing and technical proposal are included in their submission. The Government reserves the right to make an award of BPA solely on initial proposals received. Offerors bear the burden of ensuring that proposals (and any authorized amendments and samples) reach the designated office on time and should allow a reasonable time for e-mail transmissions to be completed. All pages of the proposal must reach the office before the deadline specified in this solicitation. The Contractor bears the risk of non-receipt of mailed or electronically transmitted proposals and should confirm receipt. Late or incomplete proposals will not be considered. Offerors will need to ensure that they complete and submit the following attached documents as part of their proposals. Any offer that does not come complete with these attachments completed will be deemed as technically unacceptable and will not be considered for award: 1. Mock Scenario Pricing Sheet 5.0 Deadline for Submission of Proposals and Questions: All questions must be addressed to the Contracting Specialist in writing by email. Close of Questions on the solicitation will be 29 October 2018 at 1:00 p.m. CST. All proposals are due NLT 26 November 2018 at 03:00 p.m. CST by email.
