Point of Contract: Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: Full-Scale Vehicle Side Impact Moving Deformable Barrier Testing, Full-Scale Vehicle Side Pole Barrier Impact Testing, and Side Air Bag Out-of-Position Testing for the New Car Assessment Program (NCAP) Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in, and capable of, performing the work described herein to perform inspection, testing, and reporting services for full-scale vehicle side impact moving deformable barrier (MDB) and full-scale vehicle side pole barrier impact testing for the New Car Assessment Program (NCAP); Federal Motor Vehicle Safety Standard (FMVSS) No. 301 "Fuel system integrity;" FMVSS No. 305 "Electric-powered vehicles: electrolyte spillage and electrical shock protection;" supplemental NCAP Child Restraint System (CRS) research testing; and Side Air Bag Out-of-Position (SAB-OOP) testing. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience, to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted. Acknowledgement of receipt of responses will not be made, and no formal evaluation of the information received will be conducted by NHTSA. That said, NHTSA may issue a Request for Proposals (RFP) at a later date. Should such a requirement fail to materialize, however, no basis for claims against NHTSA shall arise as a result of a response to this notice. Background: NHTSA's mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs. The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. The NCAP is a consumer information program operated by NHTSA. Its major goals are to: (1) provide consumers with relative vehicle safety ratings information to assist them in their vehicle purchasing decisions, and (2) use market forces to motivate automobile manufacturers to design vehicles that offer a higher level of occupant protection. To accomplish these goals, NHTSA utilizes IDIQ testing contracts to conduct NCAP testing and releases test results to the public as quickly as possible so that consumers can use this information when selecting a new vehicle to purchase. Objective: The objective is to procure inspection, testing, and reporting services for NCAP. Federal law requires new passenger vehicles to be labeled with NCAP safety ratings information published by NHTSA. The work described herein will allow NCAP to meet the Federal requirements by generating the test data that will be used to assign side crash ratings to new vehicles and provide other vehicle safety-related information to consumers. Capabilities: The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics listed below: SUPPLIES/SERVICES The Contractor shall provide all facilities, services, materials, supplies, and equipment (except government furnished property) necessary to perform the following inspection, testing, and reporting services: •· Full-scale vehicle side impact moving deformable barrier (MDB) and side pole barrier impact crash testing for the NCAP. These tests are based closely on the 33.5 mph side impact MDB test specified in Section S7.2 of FMVSS No. 214, "Side impact protection", and the 20-mph side pole barrier impact test specified in Section S9 of this Standard, with additional instrumentation, photograph, video, dimensional measurement, and documentation requirements. Also, NCAP's 38.5 mph side impact MDB test is conducted at a slightly higher speed than that required by the Standard. •· Indicant testing in accordance with the requirements of FMVSS No. 301 "Fuel system integrity" and FMVSS No. 305 "Electric-powered vehicles: electrolyte spillage and electrical shock protection." These tests are performed in conjunction with each full-scale vehicle side impact MDB and side pole barrier impact test unless they are not applicable. •· Supplemental NCAP rear seat research testing. This testing adds instrumented dummies to the rear seating positions in the full-scale vehicle side impact MDB test and the side pole barrier impact test. •· Supplemental NCAP Child Restraint System (CRS) research testing. This testing adds instrumented dummies and CRSs to the rear seating positions in the full-scale vehicle side impact MDB test and the side pole barrier impact test. •· Side Air Bag Out-of-Position (SAB-OOP) testing. This test involves positioning instrumented test dummies in previously crash-tested vehicles, deploying side air bags, and recording/processing dummy injury data. •· Qualification testing for the full range of test dummies required for this testing. This includes the following dummies: ES-2re 50 th Percentile Male, SID-IIs 5 th Percentile Female, Hybrid III 10-Year-Old, Hybrid III 6-Year-Old, Hybrid III 3-Year-Old, and CRABI 12-Month-Old, CAMI Infant. •· Test instrumentation calibration. This includes, but is not limited to, accelerometers, load cells, and potentiometers, and includes all standard instrumentation designed to be used with the test dummies utilized in this program. The calibration systems and procedures shall comply with ISO 10012-1 and ANSI/NCSL Z540-1, ISO/IEC 17025, ANSI/NCSL Z540.3, and/or other standard criteria. •· Post-test restraints deactivation. This includes safely deploying and/or disabling air bags, pretensioners, and seat belt systems after testing is completed. The Contractor shall either possess, or have unrestricted access to, all the necessary personnel, facilities, and equipment to perform the testing services described above. The required facility and equipment include the following: •· A temperature-controlled building or shelter of sufficient size to prepare test vehicles. •· A rigid pole load cell barrier that meets specifications and an accompanying data acquisition system, extension cables, and load cells. •· A well-maintained MDB that meets specifications. •· A smooth, level, and uniformly constructed test track and test pad area. •· An accurate tow and guidance system capable of obtaining (1) a barrier speed of 61.90 km/h (±0.8 km/h) and maintaining that speed until impact with a test vehicle, and (2) a vehicle speed of 32.20 km/h (±0.8 km/h) and maintaining that speed until impact with the pole barrier for test vehicles of GVWR equal to or less than 4,546 kg. •· Primary and redundant vehicle crash speed measurement devices. •· An effective test abort system. •· Calibrated vehicle scales that allow simultaneous weight measurement at 4 individual wheels to an accuracy of 0.1% or better. •· Data acquisition system(s) capable of recording at least 58 on-board vehicle data channels and 7 on-board MDB data channels. The data acquisition system(s) shall be capable of recording for a minimum test duration of 350 ms (50 ms pre-trigger, 300 ms post-trigger) and shall meet the specifications of SAE J211. •· Environmental controls to maintain the test area, test vehicle, and test dummies at a temperature of 69 o F to 72 o F. •· Secure storage area(s) for all government furnished test vehicles (up to 40), dummies, and equipment. •· 10 high-speed color video cameras with a minimum resolution of 1024 x 1024 pixels capable of recording at 1,000 frames per second for a minimum test duration of 350 ms (50 ms pre-trigger, 300 ms post-trigger). At least 5 of the 1,000 frames per second capable cameras must be suitable for use on-board the vehicle or MDB cart. •· 2 "real time" color video cameras capable of recording at 24-30 frames per second. •· Lighting systems that permit still photographs and videos that are bright and free of glare. •· Rollover machine for FMVSS No. 301 and 305 tests. •· SAE J826 H-point machine. •· Air bag trigger system and auxiliary lighting for SAB-OOP testing. •· Dummy qualification facility and equipment capable of fully qualifying CFR Title 49 Part 572, Subpart K, N, P, R, T, U, and V dummies. The following government furnished property will be provided to the Contractor during performance of the contract and will remain the property of the government: •· Test dummies. •· Test dummy instrumentation. This does not include a data acquisition system or any extension cables, adapters, or connectors necessary to interface with the Contractor's data acquisition system. •· Multiple test vehicles. The Contractor shall have qualified personnel who are fully capable of performing NCAP full-scale vehicle side impact MDB and side pole barrier impact testing, SAB-OOP testing, and testing to all applicable FMVSSs with the facilities and equipment specified above. These personnel shall have a solid understanding of crash test vehicle preparation, restraint systems, dummy qualification, dummy seating procedures, data acquisition and processing, data acquisition system troubleshooting, and still and high-speed photography. In addition, these personnel shall have a strong understanding of the dynamic interaction of vehicle components during a crash test such as deformation of vehicle structure, intrusion into the occupant compartment, loading of the restraint systems (belts and/or air bags) by the test dummy, etc. Format of Corporate Capabilities Statement: Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. Any proprietary information should be marked as such. All respondents are asked to certify that the type and size of their business organization is in-line with the requirements of this Sources Sought Notice.
