Description
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, a brand name requirement for the manufacturer Siemens to supply the fire alarm system for the new Compound Semiconductor Laboratory and Microsystems Integration Facility (CSL-MIF) to be constructed on Hanscom Air Force Base (HAFB) in Lexington, MA. The procurement number is W912WJ19R0001. The CSL-MIF will be part of the Massachusetts Institute of Technology's Lincoln Laboratory (MIT LL) campus on Hanscom Air Force Base. The CSL-MIF fire alarm system must be interconnected to and completely compatible with the existing fire alarm system on the MIT LL campus. The fire alarm system will be connected to, and be an extension of the fire alarm system already in place at the HAFB MIT LL campus. It is required that the CSL-MIF uses a compatible platform for networking the critical control, monitoring, and audible functions to the existing central Alarm Control Center. MIT Lincoln Laboratory's current fire alarm infrastructure is a networked system that allows view and control capabilities to each of the 24 buildings from Alarm Control and three other strategic locations. These front end Network Command Centers provide real time information from each building concerning fire events, fire troubles, and supervisory conditions. They also allow for remote control of devices in the field. In order to extend these critical functions to the CSL-MIF, the fire alarm system and hardware for the CSL-MIF must be easily interconnected to and completely compatible with the existing fire alarm system on the MIT LL campus on HAFB. The new CSL-MIF fire alarm system components must provide unhindered transfer and remote viewing of life safety functions such as fire trouble and supervisory conditions as well as fire events from anywhere in the existing system. The CSL-MIF fire alarm system must have the same language protocol as the existing fire alarm system and the new system must be able to be tested and re-set from any control center in the existing system. Seamless integration with the existing campus wide fire alarm system is a life safety requirement. The Siemens XLS fire alarm system is the fire alarm system in use throughout the MIT LL campus on Hanscom Air Force Base. It is intended that the fire alarm system provided for the CSL-MIF be the Siemens XLS system so that it is the same as and will completely interface with the existing fire alarm system currently in use. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Siemens fire alarm system. The Government is not obligated to, and will not pay for any information received from potential sources as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Schneider Electric system for the CSL-MIF procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to allow alternate system manufacturers.
