- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responsible sources may submit a quote which shall be considered by the agency. This action is number 140G0319Q0001. This notice and any resulting contract conforms to the requirements in place through Federal Acquisition Circular 2005-95, effective 19 January 2017. This acquisition is set aside for 100% small business participation. The applicable North American Industry Classification System (NAICS) code is 487210, Scenic and Sightseeing Transportation, Water and the associated revenue size of $7.5M. The Government anticipates award of a commercial, Firm Fixed Price type Purchase Order, using FAR 13 Simplified Acquisition Procedures, and FAR Part 12, Acquisition of Commercial Items. All information submitted in response to this announcement is voluntary ¿ the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S. Geological Survey (USGS), Western Ecological Research Center, Santa Cruz, CA requires a Six-day Boat Charter to San Nicolas Island: Technical Specifications: The six-day period will take place in late April or early May 2019, and an option for another boat charter in late September to early November 2019 with the same work requirements and specifications. The trip will depart early morning on the first day of the charter from the vessel ¿s port so that arrival will be by 0900 that day at San Nicolas Island, CA. While at the island several long-term monitoring sites will be visited where USGS scientists will conduct survey work using scuba equipment. The scientists will also be using air powered drills to install marking hardware on the sea floor at depths of approximately 50 ¿. Navigation to GPS coordinates for the sites is required. Setting anchor in close proximity to the GPS coordinates is required. A scuba compressor is required to be on board the vessel, with scuba tanks filled as needed. Departure from San Nicolas Island area is scheduled for afternoon of the sixth day, to return to the vessel ¿s port but may occur earlier if work is completed. See Statement of Work included in the solicitation for complete details. To be considered for award, all interested parties must be registered in the System for Award Management (SAM) database at www.sam.gov, and enrolled in the Internet Payment Platform (IPP) at www.ipp.gov. All questions pertaining to this solicitation must be submitted to the Contract Specialist by 1500 ET on 19 October 2018. Proposals shall only be accepted through electronic mail addressed to the Contract Specialist, Dana Allan-Loucks at dallan-loucks@usgs.gov. All proposal documents required by this solicitation must be uploaded and received in their entirety no later than 29 October 2018 at 1500 ET. It is the responsibility of all interested parties to check back periodically for any amendments to this action. Proposals submitted by hardcopy or the FedConnect web portal or FedConnect Message Center shall not be accepted or considered.
