Description
Modification changes Offer Due Date from 1200 PM, 5 Nov 2018 to 1200 PM 22 Oct 2018. Times are EST. Questions and Answers Q1. The solicitation states a requirement for the contractor to provide role players of two types, trauma patients and displaced people, based on the scenario. This does not provide us with the information to estimate how many of both types of role players are required. The government does state later in the solicitation that the contractor shall provide enough ambulatory patients to allow for 60 personnel per hour, however, this is not adequate for us to develop actual numbers. Depending upon how many triage, treatment, and decontamination teams there are, the number of role players required could vary greatly. Please provide either the number of role players of all types requested, or provide further detail into how many personnel will be processed through in an hour's time along with how many teams are involved in exercise. A1. Typically there are about 40 Role players total. 20 trauma and 20 displace. But, offeror should ensure enough personnel to not allow for breaks in training. Q2. The solicitation states two locations for two days are required, however, there is a schedule that has 4 days of events and only at one location (Indiana). Is the contractor only needed for two days or four days per exercise? Are there two events, in Florida and Indiana of two days of support each exercise or does the contractor need to be there for four days per exercise? Are role players needed for two days (days 2 and 3) and key personnel such as contract manager, NIMS/ICS, coroner/EMS coordinator needed on days 1 and 4? A2. Personnel are only needed for 2 days at each exercise on the days listed in paragraph 1.3 of the PWS. The Schedules of Events is attached to the PWS to show the flow of the exercise. It is not required that the NIMC/ICS subjected matter expert to be there for all four days. However, it may be to their benefit to come the day before, so they can coordinate activities for the next day and not miss any time hacks. Q3. How many mannequins are requested of what types? The government gives weight ranges, but does not list the quantity that it requires for their exercises. A3. It is felt that 25 mannequins would be sufficient to conduct the exercise. The mix shall be in accordance with paragraph 5.2.1.3.6 Q4. Will food services be provided by the government for contractor staff and role players, breakfast, lunch, dinner? Are water and restroom facilities made available to contractor staff and role players? A4. No the Government is not providing meals for contractor personnel. Portable latrines will be available and can have some placed near the player center. Q5. Is there a location at each training facility where role players and contractor staff can park their vehicles? What is the distance between available parking and training location? A5. Currently there is parking available at the exercise sites. In the event that this changes the distance from the next available parking area to the training site is less than a quarter mile.
