Market Research Questionnaire for Watertight Closure Assessment Program Draft SOW for Watertight Closure Assessment Program Document Type: Request for Information/Sources Sought Notice RFI Number: HSCG40-19-RFI-60140 Posted Date: 12 October 2018 Response Date: 22 October 2018 Classification Code: J - Maintenance, repair and rebuilding of equipment NAICS: 336611 - Ship Building and Repair and the size standard is 1,250 employees Description This is a Sources Sought Notice/REQUEST FOR INFORMATION, not a pre-solicitation notice or solicitation for proposals/quotations. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. Requirement: This notice is issued by the U.S. Coast Guard, Surface Forces Logistics Center, Baltimore, MD to identify sources capable of providing the following: The purpose of the Watertight Closure (WTC) Assessment Program is to conduct a thorough analysis of a vessel's watertight integrity and remaining service life of all watertight closures and Damage Control (DC) Fittings. Upon completion of the analysis, this program allows for repair of watertight closures and DC fittings, which have been determined to pose a threat to operations, crew safety, and vessel watertight integrity. Furthermore, this program is designed to allow for WTC and DC fitting repair training. Training, if elected, is to be provided to Damage Control Petty Officers (DCPOs) in order to strengthen and reinforce proper maintenance and repair procedures of WTC and DC fittings to improve safety and to reduce Coast Guard maintenance costs. U.S. Coast Guard is seeking contractors that can also provide preventative maintenance support and repairs in accordance with the "draft" statement of work. Please reply no later than October 22, 2018 with your capabilities and complete the attached questionnaire. Reponses must include a business point of contact, phone number, email address and Cage Code. The applicable North American Industry Classification Standard Code (NAICS) is 33611. The small business size standard is 1,250 employees. Responses to this Sources Sought Notice should also state whether the business is currently classified as Large, Small, Small Disadvantaged, 8(a), HubZone Small Business, Women Owned, Veteran Owned, Service Disabled Veteran Owned Small Business concern under NAICS 33611. This Sources Sought Notice does not constitute a Request For Proposal and is not to be construed as a request for an offer. Therefore, there will be no evaluation of responses to this Notice for contract award purposes. Reimbursement will not be made for any costs associated with providing information in response to this announcement and any follow-up information requests.
