- THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES: This is a Notice of Intent to Award a Sole Source purchase order under Federal Acquisition Regulation Part 13.106- 1(b). The U.S. Environmental Protection Agency (EPA), Headquarters Procurement Operations Division (HPOD) Washington, D.C. intends to award a Sole Source purchase order to University of Wisconsin-Madison Department of Agricultural and Applied Economics (UW-Madison ),. It has been determined that University is uniquely qualified to satisfy the Government ¿s requirements. This is for the purchase of membership in the Wisconsin National Data Consortium (WiNDC). The technical service agreements (time and materials) may be established for targeted model development and analysis. The EPAs Office of the Administrator, Office of Policy, National Center for Environmental Economics, in collaboration with other EPA program offices, requires technical support to foster development of open source multisector economic datasets at the national, state and local government level that is suitable for analysis of energy-environment-economic issues using a general equilibrium modeling framework. These models utilize economic input-output tables scaled at the national, state and local government level, combined with other economic data (e.g., US Census household data from the American Community Survey and foreign trade statistics; US International Trade Administration bilateral trade statistics; physical energy quantities and prices from the US Department of Energy, Energy Information Agencys State Energy Data Systems), to construct benchmark equilibrium databases suitable for use in EPAs regulatory policy analyses Access to these datasets and modeling tools will serve to support the Agencys statutory requirements, and provisions included in Executive Orders, to evaluate the economic costs, benefits and impacts of economically significant environmental regulations proposed and issues as final rules by the Agency. Notwithstanding, any firm who believes it is capable of meeting EPAs requirement as stated herein may submit a capability statement, by October 26, 2018 at 12pm.
