- Amendment 0008 The U.S. Army Corps of Engineers, New England District is issuing an Invitation for Bids for Infrastructure Construction at the Raybestos Memorial Ballfield Superfund Site in Stratford CT as a small business set aside. The NAICS code for this procurement is 237310. The estimated construction cost is between $1,000,000 and $5,000,000. The project's performance period is expected to take approximately 6-8 months. The Raymark Industries, Inc. Superfund Site ("Site") includes areas that have been contaminated as a result of manufacturing processes from the former Raymark Industries, Inc. facility, which was located at 75 East Main Street, Stratford, Connecticut. The Site has been divided into nine operable units, or OUs. OU#4, a portion of which is known as the Raybestos Memorial Ballfield, was a former disposal area for Raymark facility and other wastes. Use of OU#4 as a ballfield was discontinued decades ago and the property is currently abandoned, overgrown and littered with construction type debris. The purpose of this project is to prepare OU#4 to receive wastes from other operating units (consolidation) and ultimately to be capped. Specifically this project will create an all-weather construction haul road approximately 1,300 LF from Longwood Avenue through the abutting Contract Plating parcel to provide access to the OU#4. Contamination is present on contract plating site. Available environmental information regarding site conditions on contract plating can be found in the specifications and/or Solicitation Amendments. In addition approximately 2,400 LF of sound and visual barriers are to be constructed to screen the adjacent residential houses from the future clearing and grubbing of OU4, and the future waste consolidation and capping of OU4. Barrier height shall be 8 to 24 feet. Approximately 1,200 LF of permanent precast concrete panel barrier is to be provided with the remainder to be temporary acoustical fence. Permanent planting for screening the fence from the residences is included. Additionally approximately 1,500 LF of security fencing is to be provided along the property borders at Frog Pond Lane and Longbrook Avenue and between the Contract Plating Parcel and OU#4 with multiple vehicular and pedestrian access gates. The sound barrier and fence alignment will require clearing to be able to construct including temporary access as much of the barrier will be on top of ledge. The location of the barrier has been investigated and does not appear to have any Raymark waste, however a contingency plan for handling any encountered waste will be required.
