Request for Information (RFI) Vehicle with Communication Shelter Special Communications Mission Solutions (SCMS) Naval Air Warfare Center Aircraft Division ______________________________________________________________________________ RFI Number: N68335-19-RFI-0021 Classification Code: 2320 - Trucks and truck tractors NAICS Code(s): 336211 - Motor vehicle body manufacturing REQUEST FOR INFORMATION PURSUANT TO FAR 15.201(e) - THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. BACKGROUND/PURPOSE/TECHNICAL REQUIREMENTS The Naval Air Warfare Center Aircraft Division (NAWCAD), Special Communications Mission Solutions (SCMS) Division is soliciting information and comments from industry on its ability to provide a non-developmental or Commercial Off The Shelf (COTS) solution that provides a vehicle with a communication shelter for use by the Aircraft Instrumentation Division for use in the United States. The vehicle/shelter system requires the following: •1. Gross Combination Weight Rating (GCWR) shall not exceed 26,000 pounds with pack-out. •2. The vehicle/shelter shall be capable of operation on un-improved roads during adverse weather. •3. The shelter shall include a generator, fuel tank (with sufficient capacity for fuel for 24 hours of operation), electrical power distribution, Heating/Ventilation/Air Conditioning equipment, electronic equipment cabinets, and workstations for 3 personnel. •4. Workstations to include work surface for laptops, chairs, storage drawer, power Strip, monitors, keyboard, mouse, etc. •5. Seating for 3 personnel at workstations required and space/standing room for an additional 9-12 personnel required. •6. A walled off conference space is desired separate from the workstation and equipment space. •7. Slide-out on either side of the shelter to expand workspace is desired. •8. Power Take Off from the vehicle engine is required as a backup source to the onboard generator. •9. Shore power connection sized to power shelter mission equipment and shelter organic equipment (i.e. HVAC, Lights, etc.). •10. The communication and mission electronics will be installed by the government after the vehicle/shelter is delivered. •11. Shelter cabling will be accessible in raceway. Additional raceways to be provided for mission equipment power and data wiring. •12. Mission equipment requires 3 - 19" full height Equipment Racks. •13. Mission equipment weight is approximately 1,000 lbs. (desire ability to grow equipment an additional 500 lbs.). •14. Mission equipment power requirements approximately 10 kW •15. Provide provisions for 2-3 wall mounted large displays 46" or greater •16. Provide a sound attenuated enclosure keeping interior noise to 65 dBa or less and Exterior attenuation to lower generator noise below 85 dBa at 3 ft. •17. System operates in the Continental United States in all weather conditions with an operational temperature range of -20 F to +120 F. •18. System designed to travel standard roads and highways without special permitting or route restrictions. •19. Shelter to include internal and external storage. Floor tie downs on interior required to secure pack-out for transport. •20. Shelter exterior will support various antennas and electronics, such as Small Whip antennas, GPS Pucks, Cameras, Scene Lighting, etc. •21. Exterior patch panels, pass-throughs and 120 VAC power outlets shall be provided. •22. Shelter constructed to support both classified and unclassified work levels. RESPONSES Requested Information Section 1 of the response shall provide administrative information, and shall include the following as a minimum: •· Organization name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and name and e-mail of designated point of contact. •· Business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUB Zone small business, woman-owned small business, very small business, veteran-owned small business, service-disabled veteran-owned small business). •· General Service Administration Schedule 23V contract information (contract number, expiration date and catalog of available products on schedule). Section 2 of the response shall provide technical information, and shall include the following as a minimum: •· Interested parties shall respond with existing capabilities or products that meet all or a subset of the aforementioned attributes. Reponses that include information detailing potential tradeoffs or alternative solutions is encouraged. •· Respondents should provide a detailed description of the following characteristics of their solution in their submission: •1. Vehicle/Shelter Dimensions and Capacities •1.1. Vehicle/Shelter dimensions, exterior and interior •1.2. Vehicle/Shelter weights, including available payload weight •2. Shelter Construction 2.1 Overall description of materials and construction methods used •3. Shelter Subsystems •3.1. Generator equipment and fuel storage •3.2. Vehicle engine driven electrical generator, if available •3.3. Electrical power distribution and shore power connections •3.4. Heating/Ventilation/Air conditioning •3.5. Interior and exterior lighting •3.6. Cable management and shelter cable penetrations •4. Shelter Operating Environment •4.1. Minimum and maximum shelter operating temperatures •4.2. Minimum and maximum shelter storage temperatures •4.3. Description of environmental and noise insulation methods used in construction •5. Shelter Operator Workstations •5.1. Total number of workstations •5.2. Total number of 19" equipment racks •5.3. Seated and standing working spaces •5.4. Storage spaces and cabinets, interior and exterior •6. Shelter Antenna and Antenna Mast Mounting Provisions •7. Vehicle/Shelter Security •7.1. Cameras, video cameras, security alarms, door locks, etc. •8. Vehicle/shelter Integration •8.1. Vehicle options for use with the shelter, with vehicle specification information •8.2. Description of the attachment method(s) to connect the shelter to the vehicle. •· If applicable and able, respondents shall include a list of Department of Defense (DoD), Department of Justice (DoJ) or Department of Homeland Security (DoHS) programs of record that currently employ their solution. It would be helpful if a sponsor POC for each program, with email address and phone number could be identified. •· The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided and marked as PRICE DATA. •· Respondents should include a list of authorized distributors. •9. GSA Catalog Products •9.1. Existing GSA Schedule 23V Catalog options of products like the vehicle with communication shelter described in this RFI, with specifications and layout drawing. ADDITIONAL INFORMATION In response to this RFI, respondents shall submit written responses, not-to-exceed fifteen (15) pages in length via electronic mail. Product specification, sketches, or listings of authorized distributors will not count toward the page limitation. The Government is interested in identification of long-lead items(s), sub-systems(s), or systems(s). The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. Proprietary information will be safeguarded in accordance with the applicable Government regulations. All information received in response to the RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided in no way binds the government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website: www.fbo.gov.
