Description
The U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP), Headquarters intends to issue a solicitation for the purpose of acquiring a Contractor to assist in the armed transportation of seized goods (to include bulk marijuana, narcotics, and pharmaceuticals) to points of storage and/or destruction. The contract requirements will be conducted in Arizona, New Mexico, and Texas along the Southwestern Border of the United States. The actions of the contract will require the selected Contractor to provide full employee supervision, weapons, materials, vehicles, training and personnel to accompany USBP Law Enforcement personnel in the transport of bulk seized goods from points of seizure to points of storage and destruction. The Contractor shall be required to be current on all applicable licenses and permits, and a performance bond equal to the amount of the contract will be required. Full personal and casualty liability and vehicular insurance will be required, in an amount no less than that required by law. The solicitation is expected to include one base year period of one (1) year, with two (2) full 12-month Option Year Periods. The period of performance for the base year is expected to be January 1, 2019 through December 31, 2019, with two follow-on available option year periods from January 1, 2020 through December 31, 2020. It is anticipated that a Request for Proposal (RFP) with accompanying Statement of Work (SOW), outlining all specific requirements, will be issued on or about October 23, 2018 or sooner. This will be an expedited requirement and an accelerated due date for quotes will be established at the time the RFP is issued. The anticipated award date is on or about November 29, 2018. The RFP will be issued as a total small business set-aside. The applicable North American Industry Classification System (NAICS) code is 561612 - Professional Services; Security Guards and Patrol Services. The applicable size standard is $20.5 million in average annual receipts. All prospective Offerors must be registered in the System for Award Management (SAM) prior to award and be eligible for award of federal government contracts. Interested vendors may register at www.sam.gov. Vendors that are not already registered are encouraged to register as soon as possible to allow time for processing.
