Description
SYNOPSIS Vehicle Mileage Data at EPA NVFEL The U.S. Environmental Protection Agency (EPA), Assessment and Standards Division (ASD), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase vehicle mileage data from California, Colorado, Georgia, Illinois, and New Jersey. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to IHS Automotive, Inc. EPA has identified IHS Automotive, Inc., as the only contractor able to meet the requirements of this acquisition. The EPA ¿s Motor Vehicle Emission Simulator (MOVES) team is seeking to enhance the methods used to calculate relative mileage accumulation rates (RMARs) for cars and trucks to use in EPA ¿s MOVES to more accurately model changes in driving behavior with vehicle age, and thus better estimate air pollution emissions from these vehicles. The current rates and methodology have been called into question by comparisons to real-world emission measurements, comparisons to estimates from other agencies, and comments received during peer review. Historically, the EPA has generated FRMS by reviewing LD and HD odometer readings at a single point in time. Thus, the calculated annual mileage accumulations reflected the mileage accumulated over the entire life of the vehicle being examined. The EPA is now seeking to get a more accurate comparison of the age effect on mileage accumulations by looking at paired odometer readings on the same vehicle. This will enable the impact of age to be considered independently from changes in fuel prices and other similar factors. The EPA requires the following data to be gathered from five (5) states: California, Colorado, Georgia, Illinois, New Jersey: a)Data to be extracted i)Registration data (1)All car and Lt. truck vehicles (GVW 1, 2, 3) registered on the road for 2017 Calendar Year (2)Classify vehicle registrations into MOVES classifications 21, 31, 32 and ¿other ¿ (a)21 is vehicle type = passenger cars. (b)31 (light passenger trucks) is trucks GVW 1,2, and having a registration category of personal and dealer/mfg (c)32 (light commercial trucks) is trucks GVW 1,2, and having a registration category of rental, small/large fleet, government. (d)Other is anything else in the LD file that doesn ¿t meet these definitions (3)Count of active registrations by state, vehicle make, vehicle model, model year & MOVES classification ii)Mileage data (1)Match the registration data with Mileage Data file and append mileage records that meet these criteria (a)Readings taken between July 1, 2016 and December 31, 2017 only (b)Readings only for vehicles that have > 1 reading in the above time period b)Calculate average annual mileage and related statistics by make, model and model year i)Identify the ¿first ¿ and ¿last ¿ eligible reading for each vehicle. This is a ¿pair. ¿ (1)Drop intermediate readings for vehicles with more than two eligible readings. (2)Drop pairs where the first and last readings are less than 120 days (4 months) apart (3)Drop pairs where the ¿last ¿ reading is before January 1, 2017 (4)Drop pairs where the mileage at the ¿last ¿ reading is less than or equal to the mileage at the ¿first ¿ reading ii)Calculate number of days between first & last reading iii)Calculate annual mileage for each pair as ( ¿last ¿ odometer ¿ ¿first ¿ odometer (in miles))/( ¿last ¿ date ¿ ¿first ¿ date (in days)) *(365 days/year) iv)Average and calculate standard statistics for the number of days and the mileage values across vehicles for each MOVES classification and model year. v)Track and report the number of pairs that go into each value c)Sample data for QA ¿Provide a sample of both the aggregation and the raw data used in the calculations so we can confirm the calculation methodology. For one state/make/model/modelyear combination (for example, Colorado, 2001 Honda Accord): i)Comma separated data file with individual vehicle odometer data readings (between July 1, 2016 and December 31, 2017) for all vehicles with multiple odometer readings: (1)VIN or surrogate vehicle ID (2)Odometer reading date (3)Odometer reading value (repeat rows as many times as needed to capture all readings in the time window ¿seeing all the readings for this sample will help us assure that the correct readings are used for the calculation) (4)Calculated number of days between first & last eligible reading (excluding intermediate readings as explained in the Scope & Calculations section) (5)Calculated annual mileage based on first & last eligible reading (excluding intermediate readings as explained above) (6)Note or code explaining how the reading is handled in the calculation. ii)Comma separated data file with a single row of aggregate data: (1)State (2)Vehicle Make (3)Vehicle Model (4)Model year (5)MOVES classification (6)Number actively registered in the state for 2017 (from registration data) (7)Average annual mileage (as calculated from the mileage above) (8)Average days between first & last reading of valid pairs (9)Median annual mileage (10)Standard deviation of annual mileage (11)5th percentile annual mileage (12)25th percentile annual mileage (13)75th percentile annual mileage (14)95th percentile annual mileage (15)Number of vehicles (ie, number of valid odometer-reading pairs) used for calculation. d)Average Mileage Data ¿Once EPA has confirmed that the sample data meets EPA requirements, the vendor shall provide a comma separated data file similar to the sample in (a) (ii), but with rows for each state, make, model and model year, where the fields are: i)State of registration: California, Colorado, Georgia, Illinois, or New Jersey ii)Vehicle Make iii)Vehicle Model iv)Model year v)MOVES classification vi)Number actively registered in the state for 2017 (from registration data) vii)Average annual mileage (as calculated from the mileage above) viii)Average days between first & last reading of valid pairs ix)Median annual mileage x)Standard deviation of annual mileage xi)5th percentile annual mileage xii)25th percentile annual mileage xiii)75th percentile annual mileage xiv)95th percentile annual mileage xv)Number of vehicles (ie, number of valid odometer-reading pairs) used for calculation. e)Report A report shall be provided that details the analysis done to produce the sample data and the average mileage data. It shall list the data sources for each field and the calculations done by the supplier, including any steps that exclude data. It shall explain how vehicles were mapped to MOVES classifications. It shall provide a data dictionary for all fields in the sample data and the average mileage data. This procurement will be accomplished under the simplified and commercial item procedures under FAR Part 12 and 13. Interested firms may identify their interest and capability to respond to the requirements within 15 calendar days of the date of publication of this notice. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified above. This documentation shall establish the respondent has the ability to meet all the requirements identified above, and shall cite specific examples of previous similar work, including client names and contact information.
