- The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to award a contract to Lantal Textiles, Inc., 1300 Langenthal Drive, P.O. Box 965, Rural Hall, NC 27045, for the procurement of 220 linear yards of Carpet, Part Number: 401T2507-1011 and 20 spools of Thread, Part Number: 401T2501-4099 to patch sections and stitch up seams in the carpet of the P-8A Aircraft in support of the P-8A Poseidon Program. Under the authority of Title 10 U.S.C. 2304(c)(1), FAR 6.302-1, the Government intends to issue a sole source contract to Lantal Textiles, Inc., as this company is considered the only responsible source capable of providing the carpet and thread required for this effort. As the Original Equipment Manufacturer (OEM), Lantal Textiles, Inc. has proprietary rights to the technical data and drawings, and is the sole designer, developer and manufacturer of the items above. In addition, they are the only company that makes carpet for Boeing per their specifications (fire resistant, strength, etc.). Also, this carpet and thread will be used to patch sections and not to re-carpet the entire aircraft; therefore, it must match the existing carpet 100% and there cannot be any change in color, texture, etc. Therefore, Lantal Textiles, Inc. is the only vendor capable of meeting the Government requirement. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
